The Opportunity

We are inviting applications for a permanent Lead Senior Engineer role within our Consulting Highways team, based in Cardiff with a hybrid working model. This role is well-suited to candidates across South East Wales and beyond.

The Team & Scope

The Cardiff Highways team operates within the following frameworks and accounts, supporting exciting projects across Wales:

  • South East Wales Technical and Professional Services Framework (SEWTAPS)
  • South West & Mid Wales Regional Civil Engineering Services Framework (SWMWRCES)
  • South Wales Trunk Road Agency (SWTRA)
  • North & Mid Wales Trunk Road Agency

Roles in this team include Project Manager and Design Manager positions, with direct client exposure to public sector customers in Wales.


Role Overview

The Lead Senior Civil Engineer plays a pivotal role within the Design team, supporting National Highways—our primary client. This position involves delivering high-calibre technical solutions, mentoring designers, and leading small-scale engineering projects independently.


Key Responsibilities

  • Deliver technically robust engineering solutions that adhere to relevant standards, client mandates, and project constraints (safety, cost, quality, programme).
  • Lead and oversee the preparation of designs, calculations, drawings, and documentation, ensuring they align with deliverable objectives:
    • Technical soundness
    • Cost optimization
    • Programme compliance
  • Mentor junior team members in technical tasks, taking accountability for their quality and deliverables:
    • Onboard, guide, and coach colleagues
    • Ensure alignment with project governance
  • Ensure commercial success of projects in their portfolio:
    • Cost control and budget management
    • Cost estimation for deliverables
  • Collaborate with clients and suppliers at peer-level:
    • Attend progress meetings
    • Resolve technical queries
    • Ensure timely information exchange
  • Assist with business development and proposal responses, contributing to the workspace of tenders and layering biddable experience.
  • Champion health and safety best practices within the team, fostering culture and accountability in safety policy.

What We Will Expect From You

Technical & Deliverables Competencies

  • Substantial Senior Engineer experience or equivalent technical leadership credentials.
  • Ability to design to standards and client requirements, working unsupervised and with oversight over junior design staff.
  • Proficiency in:
    • Completion Design and Management (CDM) Regulations (e.g., aware of Amey’s Integrated Management System).
    • Design and specification processes with the ability to establish formal safety case checks.
    • Familiarity with both analysis tools and technically rigorous software/calculation packages.
  • Advanced expertise in health & safety risk management: Understanding of hazards, risk assessments, and mitigation controls on complex schemes.
  • Capable of acting as Principal Designated Contractor (PDC) on designated contracts.

Leadership & People

  • People management experience, comfortably overseeing a multi-skilled technical team of 4–6 colleagues.
  • Results-driven with clear focus areas, ensuring high standards of work production while fostering a safe, collaborative team culture.

Compliance & Professional Licensing

  • An affiliated professional qualification (Incorporated Engineer, Chartered Engineer, or other relevant industry recognition) is desirable and may be essential for certain projects/accounts.
  • Additional competencies in supply chain engagement and client liaison (e.g., instances of negotiating terms with external suppliers) are beneficial.
