Lead Test Engineer – CEPO
Location
Flexible office/remote within UK (see notes on future site moves).
Purpose
In this strategic role, you’ll shape modern testing practices across HMRC’s complex digital ecosystem, influencing programmes, teams, and senior stakeholders to embed quality-first principles.
Here you’ll lead technical innovation, bridge product/engineering teams, and bridge the gap between business priorities and technical delivery, ensuring fast, secure, and user-centric outcomes.
Key Responsibilities
🎯 Leadership & Collaboration
- Mentor and coach test engineers across delivery teams, fostering a culture of professional growth and continuous improvement.
- Collaborate with product, platform, and delivery teams to integrate testing seamlessly into agile workflows.
- Engage with senior HMRC stakeholders and suppliers, positively influencing quality strategies and delivery confidence.
📊 Test Strategy & Governance
- Design risk-based, shift-left testing strategies for diverse platforms, ensuring alignment with business needs, technical architecture, and timelines.
- Set robust global testing standards for cross-functional workstreams, including supplier-driven testing pipeline.
- Champion consistency across partners under governance frameworks.
⚡ Technical Core & Problem-Solving
- Apply advanced technologies to solve high-complexity challenges while improving delivery certainty.
- Provide expertise in functional, non-functional test automation: performance (⚡), security (🔒), accessibility (🎬), and e-gov quality standards.
- Proactively advocate for new tooling, including AI-driven solutions, within CI/CD pipelines to increase value.

🧩 Tooling & Automation
- Evaluate, implement, and refine testing ecosystems—from AI-assisted triage to SAST/SMS tools—to amplify automation coverage.
- Create governance models to integrate supplier-led testing with HMRC standards (e.g., compliance, encryption, test data).
- Support secure linking of platforms, services, and testing scripts.
✔ Quality Assurance & Risk Mitigation
- Sharpen technical excellence using BDD and Exploratory Testing (ET) to validate requirements early.
- Lead retrospective and assurance workshops to refine testing systems and reduce delivery risks.
- Produce granular, data-backed insights/reports to inform recommendations for product teams.
