Learning and Development Instructor (Apprentice support)
Learning and Development Apprenticeship Instructor (Fire Fighter Apprenticeship Support)
Job Purpose
To protect and save life, property, and the environment by contributing to the protection of communities through:
- Developing and delivering learning programmes to meet quality standards.
- Assessing apprenticeship recruits and providing support to ensure equality and accessibility.
- Leading and supporting fire fighter apprentices in collaboration with Surrey Adult Learning (SAL), instructors, and station line managers.
- Ensuring high-quality training aligned with national standards and regulatory requirements.
- Managing cross-departmental quality assurance and continuity of response, providing contingency cover if required.
In addition, to support wider Learning and Development across the department by delivering new and refresher skills, enhancing performance, and promoting community safety.

Job Responsibilities
Core Responsibilities
- Research, design, and deliver specialist training and maintain competency.
- Support apprenticeship programme administration, planning, and delivery.
- Advise on performance standards during exercises and simulations.
- Liaise with line managers, assessors, and SAL to ensure equal access to training.
- Maintain quality assurance in training delivery across stakeholders.
- Provide wellbeing support for apprentices.
- Manage performance and operational competency standards.
Additional Duties
- Maintain consumables, equipment, and PPE across training areas.
- Conduct health and safety risk assessments for venues.
- Oversee Maintenance of Competence (MOC) schemes, updating resources in line with National Occupational Guidance (NOG).
- Monitor internal and external e-learning readiness, generating resources as needed.
- Assess training needs of teams and plan events with training providers.
- Collaborate with stakeholders to improve performance.
- Implement Ofsted and Skills England standards.
Requirements
Qualifications
- Core technical and professional development programmes must be undertaken.
- Certifications required (if applicable to operational roles):
- ICS Level 1
- IOSH – Managing Safely
- Supervisory Leadership Development Programme (SDLP) & Award in Education and Training (AET)
- Certificate in Assessing Vocational Achievement
- Instructor qualifications in relevant technical subjects.

Experience & Knowledge
- Teaching Level 3 qualifications or apprenticeships highly desirable.
- Experience in managing diverse teams and service delivery.
- Proficiency in adapting to changing priorities while ensuring high standards.
- Expertise in fire service operations and national guidance (NOG).
- Understanding of the Service’s Public Safety Plan (MSSP), people management policies, and safety legislation.
Skills & Abilities
- Proven adaptability, flexibility, and problem-solving.
- Ability to lead effectively in high-pressure environments.
- Influence and stakeholder management skills.
- Commitment to proactive performance and challenging poor conduct.
- Technical proficiency (IT/software basics).
- Demonstrated commitment to continuous professional development.
