This Learning and Development Business Partner role seeks to partner with the business to solve skill challenges that enable Ofcom to deliver its plan of work.

Head of Learning & Development drives the people strategy, including a culture and wellbeing framework and the annual training plan. A Learning & Development Business Partner sits with this and is responsible for the following:

As a Learning & Development Business Partner at Ofcom you’ll:

  • Play a pivotal role in assisting the Head of Learning & Development to ensure colleagues possess the necessary skills for both today and the future.
  • Produce Talent Plans in partnership with our Regional Talent Engagement Managers.
  • Explore new strategies to implement innovative ways to enhance skills, capabilities and scalability across the organisation.
  • Drive tailored learning programmes to meet strategic business and change management needs.
  • Align learning provision with Ofcom’s strategic priorities to ensure that colleagues are prepared for market change ahead.
  • Gather and manage referral data from managers to identify individual talent developments.

Ideally, we’d like you to have:

  • Demonstrated experience creating and delivering learning and skills development solutions for multi-diverse workplace environments.
  • An understanding of Workday L&D tools and LMSs.
  • A broad experience of advising businesses and leaders on employee development opportunities and skills boost measures.
  • Efficient stakeholder engagement and management skills.
  • Ability to work to deadlines and under pressure.
  • A clear vision for a positive learning experience that is applicable to everyone.

Key Responsibilities

Enhance the learning offerings within Ofcom, ensuring colleagues have the right skills today and for the future. Here are some of the ways in which you’ll do this:

Concept: Understanding skill gaps

  • Driving critical skills strategy: Work alongside numerous L&D and Talent teams to understand and assess skills gaps throughout the organization.
  • Partner with our of Workflows to embed change in organizational capacity.
  • Drive quality assurance and financial maturity according to the lending well strategies aligned with workforce development.

Strategy: Solutions design and build

  • Strategy alignment: Embed a mini of developing Learning Digital Learning and shortened training solution.
  • Digital-first adaptations: Utilize LMS, AI, and advanced data areas as enablers to support development needs.
  • Engagement analysis: Efficiently manage referrals, and skill matrix data in Workday for each team.

Analytics: Capability, monitoring measure

  • Skill-driven efficiencies: Create a learning product that aligns with core strategic aims.
  • L&D financial progress: Continuously evaluate effectiveness, ensuring accessibility across diverse audiences.
  • Reporters’ leveling: Report learning insights, activity ratings and financial contributions across the organization.
