About the Role
We are looking for a Learning and Development Business Partner to join our People, Culture and Workplace Team. Reporting to the Head of Learning & Development, your work will enhance the learning offerings and skills development across Ofcom, supporting colleagues with the skills needed for current and future challenges.
Collaborating with colleagues across Ofcom—including other Learning & Development (L&D) business partners and wider Talent function—you’ll ensure our workforce has the skills to meet and exceed Ofcom’s strategic goals while advocating for evidence-led, inclusive, and innovative L&D solutions.
Purpose & Scope of the Role
Your core responsibility is to gather insights, consult with stakeholders, and design strategic development products and offerings that align with Ofcom’s goals today and in the future. This will encompass:
- Working across the entire training and development cycle, ensuring substantial return on investment and embodiment of personal/professional growth.
- Driving and taking ownership of key components of the learning development portfolio, e.g.:
- Onboarding & compliance programmes
- Public sector professional development
- L&D insight and evaluation
- Enterprise learning initiatives
- Guarding the development of a strong learning culture as a strategic enabler within Ofcom.

Key Responsibilities
Strategic Leadership & Skills Alignment
- Partner with the business to identify skill gaps, aligning learning offerings to support now and future workforce needs within Ofcom’s strategic plans.
- Provide strategic oversight of key areas of the L&D portfolio.
Project & Change Management
- Manage an agile, varied workload with robust project management skills, applying methodologies to optimize collaboration across project teams.
- Champion change and ensure adaptability, leading facilitation in flux—or providing guidance for others to do so.
Analytical and Data-Driven Decision-Making
- Interpret and communicate crucial data metrics that shape and support decision-making processes.
- Evaluate success and culture-fit of new learning tools and processes.
Stakeholder Engagement & Networking
- Build relationships with stakeholders at all levels, within the organization or externally, pitching influence and expertise to promote agile problem-solving.
- Engage diverse voices across Ofcom to better respond as agents of change.
Development & Delivery of Learning Solutions
- Source and conceptualise internal and external training, and ensure delivery of interventions to bridge capability gaps.
- Work within the allocated L&D budget, ensuring alignment of resources to ROI.
Evaluation & Continuous Improvement
- Monitor, review,and evaluate the effectiveness of learning and development activities using feedback and data, iterating offerings.
- Identify and pilot new learning methodologies and content.
Essential Skills & Experience
- Background in a digital-first business environment with hands-on experience driving strategic transformations in data, digital or AI.
- Adept in Managing Transformation:
- Experience of leveraging transformational change data or AI/ML informed decisions.
- Stakeholder & Networking Skills:
- Strong influence and stakeholder management, credibly facilitated with cross-team focus, engaging senior leaders across Ofcom.
- Proven ability to articulate nuanced recommendations to senior stakeholders and operational teams, selling value of bespoke solutions.
- Project Management:
- Versatility across multiple methodologies, e.g. Agile/Scrum, to fast-track delivery and pragmatic priority-based adjustments.
- Knowledge & Application of Learning Theories:
- Advanced understanding of learning theories, modern adult learning design, faculty development approaches and leadership development programmes.
- Familiarity with LMS Platforms:
- Experience via Workday Learning (preferred), plus agile digital lesson creation and open-source LMS tools.

- Regular usage of AI tools, such as Microsoft Copilot, to enhance productivity and efficiency through A.I enablement-integrated workflows.
