Learning Development & Delivery Coordinator - Work Based Learning

Learning Development and Delivery Co-ordinator


Organisation & Role

Location County Hall, Leicester Road, Glenfield, Leicester LE3 8RA, or an Adult Learning centre (negotiated during recruitment). Flexible working arrangements (e.g., hybrid, term-time schedules) discussed upon enquiry.

Salary: £35,451 – £39,165 per annum (prorata for part-time). Award pending. Hours: 37 hours/week (Mon–Fri) Contract: Permanent Closing Date: 19th July 2026 Interviews: 28th July 2026 (subject to change)

This role at the Adult Learning Service enables you to:

  • Lead innovative curriculum design across vocational training, employability skills and progression pathways.
  • Foster a coordinated approach with two colleagues to ensure high-quality, flexible learning.
  • Support Trainer-Assessors/Tutors via line management, mentoring, and performance reviews.
  • Drive quality assurance, compliance and learner success—bolstering the team’s top national apprenticeship standards.
  • Contribute to resource coordination and learning delivery across multiple locations.

About the Role

Key Responsibilities

1. Curriculum & Development

  • Design and adapt high-quality apprenticeship programmes aligned with sector skills shortages.
  • Develop learner resources and materials to aid progression.
  • Ensure responsive, inclusive learning pathways catering to diverse needs.

2. Management & Staff Support

  • Line-manage Training Staff
    • Conduct regular performance reviews and teaching observations.
    • Provide coaching/mentoring to enhance delivery, assessment and support.
  • Recruitment & Workforce Development
    • Support hiring and training of staff.
    • Fostering a collaborative team culture.

3. Quality & Compliance

  • Lead quality assurance processes, including:
    • Regulation compliance (funding/awarding bodies).
    • Continuous improvement for learner success.
  • Monitor and enhance learner journey metrics (retention, achievement, progression).

4. Logistics & Delivery

  • Coordinate classroom and digital resources across centres.
  • Step into learning delivery roles when required.
  • Ensure resource efficiency for sustainable service delivery.

5. Essentials

  • Conduct DBS checks (enhanced DBS required).
  • Follow up on equality, accessibility priorities.

About You

Essential Requirements

  • A ** recognised teaching qualification/award** (e.g., PTLLS, ATaP, OFSTED-registered) or equivalent professional adult education experience in post-16 apprenticeships/vocational work-based programmes.
  • Substantial hands-on experience teaching奏 arranging employment-focused learning with proven outcomes in recruitment/retention/achievement/progression within apprenticeship delivery.
  • Management experience including:
    • Line management, performance management, coaching and observation of teaching.
  • Expertise in quality assurance—knowledge of awarding body requirements (e.g., Ofqual), funding mechanisms and curriculum compliance.
  • Strong liaison skills to build rapport with employers, partners, staff and learners.
  • Proficiency in ICT tools (LMS systems, MS Office) and the ability to prioritise workloads/manage data.

Desirable Traits

  • Aligned with Leicestershire County Council’s core values (link).
  • Demonstrable experience in EDI/inclusion strategies or community engagement.
  • Open to dynamic environments and unconventional models (e.g., part-time apprenticeships).
