HMP Millsike - Learning and Development Senior Manager
Salary: £56,250.18 per year
Location: HMP Millsike
Permanent, 40 hours per week
Mitie Care & Custody (C&C) is led by a clear vision: to establish HMP Millsike as a place of restoration and rehabilitation, where prisoners can unlock their full potential and make meaningful, positive changes in their lives.
We are looking for an experienced and creative Learning and Development Manager to join our Senior Management Team. This key leadership role is responsible for shaping the learning culture across the prison, ensuring colleagues have the skills, confidence and abilities needed to deliver excellent services safely and effectively.
Working closely with operational leaders, you will create and deliver a strategic learning and development plan aligned to the wider People Plan and operational requirements. Using digital tools to design flexible, creative, blended learning solutions, working with internal and external partners as needed, including online, face-to-face, social collaborative learning, coaching and action learning sets.
You will lead the on-site training and mentoring team, oversee all operational and non-operational training activities, and ensure compliance with contractual and legal requirements. You will have oversight and responsibility for planning training schedules, budget management and building relationships with stakeholders to drive service excellence.
As a member of the prison Senior Management Team, you will also undertake Duty Director/Governor responsibilities, contribute to incident management and provide operational leadership to support the safe and effective running of the establishment.

Main Duties
- Lead and manage the effective delivery of learning development for learners across HMP Millsike
- Identify and implement creative policies, practices and new technologies that direct and improve learning development, ensuring consistency of support for all learners
- Develop career progression pathways and management development frameworks to support individual development and succession planning
- Drive a culture of continuing professional development (CPD)
- Develop a framework to monitor how effectively learning has been transferred to employees
- Actively develop and manage effective internal and external relationships to build a network of learning development practitioners, including colleagues in similar roles in wider Mitie and other organisations
- Use a consultative approach with the Training and Mentoring Team and Senior Management Team to identify, develop and monitor the training and development strategy
- Lead, motivate and engage the Senior Management teams to help shape quarterly training delivery plans, in line with day-to-day business requirements
- Develop tools to enable training needs analysis within teams to support the performance management framework
- Oversee both non-operational and operational training delivery at local level, ensuring ongoing continuous improvement, maintained professional standards and positive learning outcomes
- Lead the training delivery team to design and implement the annual training delivery schedule, to ensure the needs of the business and learners are being met
- Design and deliver new and creative training interventions and produce materials in accordance with agreed contractual needs
- Evaluate the effectiveness of existing training interventions and materials, including initial training courses (ITCs) and refresher training for all operational and non-operational staff
- Represent the training function and act as point of contact for dedicated operational departments
- Form part of the prison Senior Management Team
- Contribute to prison performance measures, contractual outcomes and operational targets
- Lead operational reviews, investigations and improvement initiatives as required
- Support cross-functional priorities and undertake additional senior management duties

Operational Leadership Responsibilities
- Undertake Duty Director/Governor and on-call responsibilities, including evenings and weekends
- Provide visible leadership during incidents, emergencies and operational challenges
- Act as a Silver Commander following appropriate training
- Handle complex operational incidents and participate in incident management processes
Applications from individuals not wishing to undertake operational Duty Director duties will be considered for the right candidate. Please note that salary amendments would be applied to reflect the change in responsibility.
Essential
What we are looking for:
- Recognised L&D Qualification (e.g. CIPD Level 5 Associate Diploma in Organisational Learning & Development or City & Guilds Level 4 Diploma in Learning and Development)
- Experience of managing a Training team
- Ability to analyse performance data and translate insight into action
- Broad experience in all aspects of training including operational training delivery, training needs analysis and strategic planning
- Ability to influence and engage senior stakeholders
- Ability to manage and execute multiple projects and activities, work well in a dynamic environment and use own initiative
Desirable
- Operational experience working in prisons or a secure environment
- Qualified Prison Officer or Prison Custody Officer
- Experience delivering Prison Officer Entry Level or equivalent training
- HMPPS Silver Commander and Adjudication trained
