About the Role

We are seeking a motivated and creative Learning & Development Advisor to join our Children’s Services workforce development team. You will support the design, commissioning, and evaluation of learning and organisational development activities, ensuring they strengthen practice and improve outcomes for children, young people, and families.

Working collaboratively with colleagues across Children’s Services, the wider council, and partner agencies, you will contribute to developing a skilled, confident workforce through strength-based, restorative, and values-led approaches. The role also plays an important part in promoting a positive learning culture and workforce recognition, helping colleagues feel valued, supported, and motivated to develop.


What You’ll Be Doing

As the Learning & Development Advisor, you will:

  • Identify and address learning needs, translating them into effective, high-quality interventions tailored to workforce and service priorities.
  • Collaborate on designing, commissioning, and delivering innovative learning and organisational development solutions across Children’s Services.
  • Evaluate the impact of learning initiatives to ensure they meet organisational, service, and statutory requirements.
  • Provide project management to ensure timely and effective delivery of learning activity.
  • Work with the Principal Social Worker and Practice Leads to integrate learning insights from quality assurance into training and development.
  • Create learning materials for websites and communication platforms.
  • Embed equality, diversity, and inclusion across all learning and development activities.
  • Maintain accurate learning data, performance, and evaluation records.
  • Engage in continuous professional development and contribute to service-wide learning improvements.

Promoting a Learning & Recognition Culture

  • Lead initiatives that foster a positive learning culture, encouraging continuous professional development and reflective practice.
  • Design and coordinate recognition and celebration activities to acknowledge achievements and good practice.
  • Collaborate with managers and services to integrate learning recognition into daily practice, events, and workforce initiatives.
  • Support activities that ensure colleagues feel valued, supported, and motivated, aligned with Children’s Services and organisational values.

About You

Qualifications and Experience Required

  • A professional qualification in Learning & Development OR a relevant professional qualification with substantial experience in learning and organisational development.
  • Proven experience in planning, designing, and commissioning learning and developmental interventions.
  • Experience delivering internal and/or external learning solutions to diverse stakeholders.
  • Expertise in evaluating learning interventions against agreed outcomes.

Skills, Knowledge, and Attributes

  • Deep knowledge of learning and organisational development best practices, including learning technologies and innovative delivery methods.
  • Strong understanding of national policy and legislation relevant to Children’s Services, including safeguarding.
  • Ability to apply learning evaluation methodologies and demonstrate business and performance impact.
  • Excellent communication, facilitation, and presentation skills.
  • Capacity to work collaboratively with managers, practitioners, and partner agencies at all levels.
  • Highly self-motivated, organised, and adaptable, with strong planning and problem-solving skills to manage competing demands.
  • Confident digital skills and the ability to analyse data and use management information effectively.
  • Commitment to fostering a positive learning culture where colleagues feel recognised and valued.
