Learning & Development Advisor – Children’s Services
We are seeking a motivated and creative Learning & Development Advisor to join our Children’s Services workforce development team.
You will support the design, commissioning and evaluation of learning and organisational development activity that strengthens practice and improves outcomes for children, young people, and families.
In collaboration with colleagues across Children’s Services, the broader council, and partner agencies, you will contribute to developing a skilled, confident workforce through strength-based, restorative, and values-led approaches. This role also plays a key role in promoting a positive learning culture and workforce recognition, ensuring colleagues feel supported, valued, and motivated to develop.
About You
Qualifications & Experience Required
- A professional qualification in Learning & Development (or equivalent)
- Substantial experience in learning and organisational development
- Experience in:
- Planning, designing, and commissioning learning interventions
- ** Delivering learning solutions** to both internal and external stakeholders
- Evaluating learning & organisational development against measurable outcomes

- Strong understanding of learning & organisational development best practices, including:
- Learning technology & innovative delivery approaches
- Knowledge of national policy & legislation for Children’s Services, including:
- Safeguarding requirements
- Ability to apply learning evaluation methodologies and demonstrate business impact
- Demonstrated:
- Communication, facilitation, and presentation skills
- Collaborative working with managers, practitioners, and partner agencies
- Self-motivated, structured, and adaptable with strong problem-solving skills
- Confident digital proficiency & ability to use data & management information effectively
- Commitment to fostering a positive learning culture and ensuring staff recognition
What You Will Be Doing
As the Learning & Development Advisor, your core responsibilities include:

Designing & Delivering Learning Solutions
- Research and design innovative learning interventions aligned with workforce and service priorities.
- Commission and deliver structured development activities as required.
- Evaluate impact of learning initiatives against organisational, service, and statutory standards.

Project & Performance Management
- Apply project management to ensure smooth delivery within agreed timelines.
- Collect and analyse learning data, tracking performance and evaluating effectiveness.

Training & Development Support
- Work closely with the Principal Social Worker and Practice Leads to ensure insights from quality assurance feed into training, improving practice outcomes.

Content & Resource Development
- Develop materials for internal communications (websites, platforms).

- Embed EDI principles into all learning and development strategies.

Professional Growth
- Maintain continuous professional development and contribute to service-wide learning improvements.
Promoting a Learning & Recognition Culture
- Lead initiatives to:
- Encourage continuous professional development and reflective practice.
- Design recognition & celebration events celebrating learning achievements.
- Collaborate with managers to integrate learning into organisational practices, ensuring staff feel appreciated, motivated, and supported within the Children’s Services values.
Proactive problem-solving, excellent stakeholder management, and a passion for equipping staff with the tools to improve children’s outcomes are essential.
