Let’s Be Clear ** Programme Lead**

contract type: fixed term until **31 March 2029** / secondment opportunity
hours: **part-time**, 3 or 4 days per week (**0.6** or **0.8** FTE)
salary: £**56,912** to £**62,618** per annum (pro rata, 2026/27 Pay Award Pending)

## **About the Initiative**
Secondment opportunity – **external** and **internal** applicants welcome (subject to employer agreement)

**Norfolk Public Health** is seeking an exceptional individual to lead the **Let’s Be Clear** programme across the East of England. This **high-profile, collaborative initiative** brings together **12 upper-tier and unitary authorities**, NHS partners, and the voluntary sector to:

- Reduce smoking prevalence
- Improve population health at scale

**Leading since December 2025**, the programme focuses on regional marketing and campaigns that:
✔ Raise awareness of the benefits of quitting smoking
✔ Drive increased utilisation of locally commissioned services

Future ambitions include exploring **joint commissioning** for **provision/services**, managed by the **Programme Lead**.

## **About the Role**
This is a **unique, regional leadership position** at the heart of public health transformation. The **Programme Lead** will:

### **Key Responsibilities**
- Provide **strategic direction and coordination** of the **East of England tobacco control system**, operating across sectors and boundaries
- Lead development of a **regional tobacco control strategy** aligned with evidence-based approaches
- Oversee **marketing and behaviour-change campaigns**, including:
  - Raising awareness of quitting resources
  - Ensuring **effective public access** to locally commissioned services
- Explore and potentially implement **joint commissioning** models to enhance:
  - Consistency, efficiency, and equity
  - Value for money and measurable outcomes
- Advocate strongly for tobacco control at all levels, engaging with **Directors of Public Health**, senior system partners, and national stakeholders
- Develop a **scalable approach** to reduce smoking and tackle health inequalities in **over 6 million East Anglian residents**

Experience & Expertise

The successful candidate will be a highly credible leader with:

  • A proven track record in public health, commissioning or related fields
  • Experience leading system-wide or regional programmes and influencing at a senior level
  • Strong expertise in commissioning, programme management or service transformation
  • Exceptional partnering and stakeholder engagement skills
  • Perceptive ability to translate evidence into actionable strategy
