About The Role

To oversee the Licensing Enforcement Team, which is responsible for ensuring compliance with licensing law, statutory guidance, and local policy. The Licensing Enforcement Team Leader will lead investigations, manage enforcement actions, and support the team’s development. The role includes:

  • Preparing and presenting reports to senior managers and councillors
  • Fostering effective working relationships with internal and external services and agencies
  • Ensuring council resources are targeted appropriately

What Will You Be Doing?

Principal Responsibilities

  • Line management: Allocate work, determine priorities, and monitor performance to ensure the standards laid down by legislation, statutory guidance, codes of practice, and council policies and procedures are met.
  • Case caseload: Assess licence applications, undertake enforcement work, and oversee evidence gathering in accordance with PACE and RIPA. Conduct PACE interviews, prepare prosecution files, liaise with legal advisors and senior managers, and give evidence in court.
  • Collaboration: Work in partnership with other council services, the police, other local authorities, and agencies. Participate in multi-agency enforcement operations, including intelligence gathering and sharing where required.
  • Workplan development: Assist the Licensing and Service Support Manager in preparing and delivering a workplan for the team, considering service-level information, intelligence, and external partner information to ensure targeted use of resources.
  • Policy contributions: Help review, draft, and implement new and existing policies, procedures, training materials, and website guidance.
  • Leadership: Act as an expert within the Licensing Service, taking a lead on complex and contentious matters, organising urgent licensing hearings, and coordinating Licensing Enforcement Officers as necessary.
  • Knowledge sharing: Develop and contribute to training programs, mentoring, coaching, and provide technical support for the Licensing Enforcement Team and wider Environmental Health Service.
  • Professional development: Engage in personal learning and development—attend training courses, conduct research, and maintain up-to-date specialist knowledge to ensure statutory obligations are met.
  • Representation: Represent the Licensing Service at internal and external meetings, and lead outreach and consultation meetings with the licensed trade.
  • System management: Collaborate with System Administrators to manage licensing data, extract performance information, and generate support reports within the licensing database.
  • Compliance: Comply with the council’s policies and procedures (including safeguarding, financial regulations, equality, customer care, audit actions, and health and safety).
  • Corporate parenting: Uphold the council’s commitment to being the best corporate parent to children and young people in care.

About You

Qualifications and Experience

  • Educated to the level of 2 A Levels or equivalent.
  • IoL Professional Licensing Practitioners Qualification.
  • In-depth knowledge of:
    • Licensing law (e.g., Licensing Act 2003 and Hackney Carriage & Private Hire licensing)
    • Gambling Act 2005, Animal Licensing, Sexual Entertainment Licensing, Street Trading, Charitable Collections, and Cosmetic Procedures
    • Enforcement procedures, law, and guidance, including PACE and RIPA
    • Other council services and their interactions with the Licensing Service

Professional Competencies

  • Team management: Demonstrable experience of managing a team effectively.
  • Public engagement: Experience handling interactions with members of the public.
  • Stakeholder collaboration: Ability to work effectively with diverse stakeholders and agencies.
  • Communication skills: Fluent and accomplished in both spoken and written English. Proficient in producing clear, succinct, persuasive reports and correspondence for senior officers, members, and the public.
  • Organizational skills: Expertise in planning, organizing, and managing a caseload under tight deadlines.
  • Technical proficiency: Computer literate, with expertise in management information systems.
  • Mentorship/leadership: Ability to lead, coach, and mentor others in technical areas and monitor performance.
  • Self-managed: Self-motivated and comfortable working with minimal supervision.
  • Awareness: Sensitivity to equal opportunities, diverse needs, and preparations for societal/physical inclusiveness.
  • Mobility and availability:
    • Full car driver’s license with access to a personal vehicle.
    • Willingness to work outside regular office hours and attend evenings meetings when necessary.
