Role - Vice President, Liquidity Policy

An opportunity has arisen for a Liquidity Policy specialist to join the Accounting and Regulatory Policy (Policy) team in London.

The Policy team is a global function within Finance, delivering independent, enterprise-level advice and oversight on accounting and prudential regulatory policy. Its mission is to guide Morgan Stanley in aligning with business goals while safeguarding financial integrity, regulatory standing, and risk profile. The team supports strategic decision-making, aids client advisory as well as large Firm initiatives, and plays a key role in regulatory change programs, shaping the Firm’s long-term strategy.

With a primary focus on UK and EU liquidity requirements, the successful candidate will collaborate closely with global colleagues—especially in the US—to ensure cohesive policy outcomes.


What You Will Be Doing

Liquidity Policy

  • Provide policy leadership on prudential regulation, including Basel standards, CRR/CRD, PRA rules, and affiliated supervisory guidance.
  • Develop robust, defensible interpretations of policies applicable across US, EMEA, and Asia-Pacific regions.
  • Advise the Firm on liquidity regulatory implications of:
    • Strategic initiatives
    • Balance-sheet changes
    • Evolving business models
    • Specific focus on UK and EU liquidity requirements
  • Draft and execute Morgan Stanley’s internal policy frameworks on liquidity-related prudential requirements.
  • Monitor EU and UK regulatory developments, analyze their impacts, and prepare Firm-wide policy responses.
  • Represent Morgan Stanley in industry fora and associated working groups.

Wider Opportunities

  • Offer technical leadership for balance sheet optimization and liquidity/capital structuring.
  • Contribute to diverse projects, including:
    • Implementing new regulatory requirements
    • Supporting new business expansions
    • Regulatory-submission preparation
  • Work across broader prudential regulatory areas beyond liquidity.
  • Provide tactical consulting for business units on new products and transactions.
  • Partner with teams across Finance, Risk, and other departments to enhance policy coherence.
  • Apply an enterprise-wide risk lens to ensure alignment between:
    • Accounting outcomes
    • Regulatory expectations
    • The Firm’s risk appetite and governance framework
  • Oversee and shape strategic responses to regulatory change, enabling Firm alignment with high-impact initiatives.

What We’re Looking For

  • Comprehensive knowledge of prdential frameworks, supervisory standards, and key regulations, including:
    • Basel III/IV standards
    • CRR (Capital Requirements Regulation)
    • PRA (Prudential Regulation Authority) and FCA rulebooks
    • Emerging liquidity requirements (e.g., LCR, NSFR)
  • Regulatory/control/Treasury experience, preferably in:
    • Financial institutions with exposure to multiple risk profiles
    • Institutions leveraging balanced pipelines across asset classes
  • Useful but not mandatory:
    • Relevant professional qualifications
    • CA, CPA, ACCA, or equivalent
  • Proven ability to:
    • Exercise sound judgment in complex, ambiguous environments
    • Balance technical rigor with commercial/risk considerations
  • Strong capabilities in:
    • Influencing high-level stakeholders
    • Collaborative engagement and challenge at senior leadership levels

Work Location

The position is based in our London office (Canary Wharf) but the Policy team operates globally from offices in: New York, London, Glasgow, Hong Kong, Tokyo
