Want to help shape the future of water infrastructure?

We're looking for a strategic thinker and exceptional storyteller to lead the development of major investment business cases that drive transformational projects across our organisation. From defining the need for change to securing approval for multi-million-pound programmes, you'll play a critical role in ensuring the right investments are made for our customers, environment and future generations.

You'll translate complex information into persuasive investment narratives, bringing clarity, confidence and direction to key decision-makers at every stage of the journey.

What You’ll Be Doing

  • Leading the development of major investment business cases, taking projects from initial concept through to approval and delivery.
  • Turning complex technical, commercial and financial information into clear, compelling investment proposals for senior leaders and regulators.
  • Working closely with programme teams, sponsors and consultants to shape investment strategies and secure funding for critical infrastructure projects.
  • Defining and embedding measurable benefits, ensuring investments deliver long-term value for customers, communities and the environment.
  • Managing requirements and ensuring a clear link between business needs, project scope, costs, benefits and delivery outcomes.
  • Supporting governance, assurance and regulatory submissions, ensuring business cases meet the highest quality standards.
  • Leading and developing a Benefits & Requirements Analyst, helping build capability across the team.
  • Contributing to future Price Reviews and helping shape the long-term investment strategy for Anglian Water.

We're looking for someone who can combine strategic thinking with exceptional communication skills, bringing together complex information to support major investment decisions.

You'll bring:

  • Experience developing business cases for large-scale infrastructure projects or complex capital programmes.
  • A strong understanding of HM Treasury Green Book guidance and the Five Case Model.
  • Experience defining requirements and embedding measurable benefits into investment decisions.
  • Excellent written communication skills, with the ability to create clear, persuasive narratives for senior leaders, boards and regulators.
  • Strong stakeholder management skills, with the confidence to engage and influence across a wide range of teams and disciplines.
  • The ability to translate complex technical, commercial and financial information into compelling business cases.
  • A degree-level qualification, or equivalent experience, in a relevant discipline such as economics, engineering, finance or project management.

It would be great if you also have:

  • Experience working within a regulated sector, such as water, energy or transport.
  • Professional qualifications in project management, business analysis or investment appraisal.
  • Experience supporting assurance reviews, regulatory submissions or governance gateways.
  • Knowledge of benefits realisation and requirements management frameworks.
  • Experience coaching, mentoring or developing others.
