Local Government at Channel 3
Our Local Government team works at the heart of adults' and children's services, partnering with councils to tackle some of the most complex challenges in the public sector: rising demand, financial pressure, and a system that too often reacts to crisis instead of preventing it. We work alongside social workers, commissioners and frontline leaders to co-design new models of care that are digitally enabled and genuinely built around what works for the people who use and deliver these services.
The Role
As a Managing Consultant, you'll help councils move from crisis response to prevention, turning strategy into real outcomes, whether that's safer, more sustainable support for children and families, or helping older and vulnerable adults live independently for longer. You'll join a team that combines deep sector expertise with lived frontline experience, and that genuinely believes the work we do changes lives.
You will lead and assure complex consulting programmes across Local Government (Adult’s and Children’s services). You will combine delivery leadership, client relationship management, people development, and commercial stewardship; shaping value for clients while growing our Local Government practice.
What would be expected of me as a managing consultant?
Delivery & outcomes:
- Lead large projects or multi-workstream programmes that improve outcomes across local authority children’s and adult’s services.
- Take responsibility for delivering impact for clients across the transformation journey: diagnostic, transformation, assurance and lasting impact.
- Quality assure delivery, establish governance and unblock issues.
- Scrutimise and quality-assure analysis and insights.
- Support the development of our delivery methodologies and toolkits, aligned to our wider organisations proven methods of delivering impact.
- Act as Engagement Lead on complex programmes, ensuring delivery to time, cost, quality standards and client satisfaction.

Client relationships & influence:
- Build trusted, influential relationships with senior stakeholders (DCS, DASS, Section 151 Officer, Chief Executive).
- Lead high-impact workshops and executive presentations.
People leadership:
- Line-manage, mentor and coach colleagues.
- Create high-performing teams and role-model our values.
Practice & proposition leadership:
- Act as a senior leader in the Local Government team, supporting the maturity and codification of our services, capabilities, and market offers.
- Mature Local Government propositions and codify methods.
- Contribute to our go-to-market strategy, marketing, thought leadership, and brand visibility in the sector.
- Mentor and develop consulting talent, shaping a team with both technical breadth and strategic acumen.
- Ensuring quality assurance processes within engagements/workstreams.
Business development and account growth
- Manage accounts commercially and grow partnerships with clients
- Lead origination and growth of new opportunities, drawing from your network and market insight
- Lead proposals and ensure strong commercial governance.
- Shape and develop commercial proposals that align with client need and Channel 3’s strategic positioning.
Who would we like to hear from?
The ideal candidate will have proven consulting and people management skills and have a passion for developing colleagues across the Channel3 business. They will provide ongoing coaching and mentoring and will support our team’s learning and development and general wellbeing.
Essential:
- Significant experience in Local Government Children’s Services, SEND, Education, and/or Adult Social Services.
- Demonstrated success in delivering transformation in local authority services.
- Strong consulting toolkit: problem-solving, programme management, communication.
- Credibility with senior stakeholders.
- Proven track record of building and growing client accounts, identifying commercial opportunities, and winning work.
- Robust commercial acumen.
- Ability to lead complex programmes with matrixed teams, often across organisations or systems.
- Inclusive people leadership.
- Excellent written, verbal, and visual communication skills, able to engage stakeholders from Corporate Leadership Teams to frontline.
- Strong ethics and integrity and be a role model to others.

Desirable:
- Candidates that have worked across adult’s and children’s services and/or other local authority areas.
- Understanding of statutory frameworks and inspection regimes (Ofsted, CQC etc).
- Experience in defining and codifying service methodologies or creating accelerators that improve delivery quality and consistency.
- A track record in thought leadership, industry advocacy, or client led innovation.
- Recognised delivery and change qualifications.
