About The Role

Balfour Beatty has an exciting opportunity for a Managing Estimator, to join our Power Transmission & Distribution business based in within based in the UK within commuting distance of our Middlesbrough, Derby or Glasgow office. The candidate will primarily be focussed on estimating for projects associated with power cabling up to 400kV, Primarily for National Grid, SSE and SPEN.

Role Overview

  • To ensure Power Cable estimates are submitted in accordance with client requirements in terms of content, format and timescales.
  • To ensure Power Cable tender opportunities are updated as required to reflect their current status, including meeting the requirements of the Gated Lifecycle and Bid Governance processes.
  • To produce accurate, competitive, error free, thorough, well researched tenders in a standard format, whilst maintaining estimating files and records as required complying with Gated Lifecycle, Bid Governance and Audit requirements.
  • To provide a pre and post contract estimating service to the business, to meet profit, quality and service objectives through communication with the strategy & business development, commercial, operational, procurement, finance, insurance and legal functions, and a clear understanding of clients’ tender requirements.

What you'll be doing

  • Lead and manage the estimating process for major Power Cable tenders from receipt of enquiry through to submission.
  • Collaborate with engineering, planning, commercial, procurement, finance and operational teams to develop accurate and competitive tender submissions.
  • Review client invitations to tender (ITT), contract conditions, specifications and technical requirements.
  • Prepare quantity take-offs, Bills of Quantities and cost estimates using Candy or similar estimating software.
  • Evaluate supplier and subcontractor quotations and ensure value-for-money procurement strategies are adopted.
  • Produce estimate clarifications, assumptions registers, benchmarking analysis and cost transparency information.
  • Prepare tender governance documentation including Tender Summaries, 3-Point Estimates, Margin Improvement plans and cashflow strategies.
  • Attend and contribute to Business Lifecycle Gate Reviews, ensuring compliance with Balfour Beatty governance requirements.
  • Undertake peer reviews of estimates and support continuous improvement within the estimating function.
  • Build and maintain strong relationships with customers, supply chain partners and internal stakeholders.
  • Attend pre- and post-tender meetings, client presentations, negotiations and workload planning discussions where required.
  • Support the development and mentoring of estimating team members and contribute to the wider Estimating Community of Practice.

Who we're looking for

  • Proven estimating experience within power, utilities, infrastructure, civil engineering or related sectors.
  • Strong understanding of tendering, cost planning and estimating processes.
  • Experience reviewing contracts, technical specifications and complex tender documentation.
  • Ability to prepare detailed cost estimates and commercial submissions with a high level of accuracy.
  • Strong stakeholder management skills and the ability to work effectively across multiple functions.
  • Experience contributing to governance reviews and senior-level tender approvals.
  • Excellent analytical, commercial and problem-solving skills.
  • Previous experience leading or mentoring estimating professionals is desirable.
  • Experience with Candy or equivalent estimating software would be advantageous.

This role would suit an experienced Estimator or Senior Estimator looking to take ownership of major infrastructure bids while helping shape and develop the estimating capability within a growing Power T&D business.
