Role Description

The Managing Quantity Surveyor is a full-time, on-site role based in Belfast, responsible for overseeing all cost management activities across assigned projects. The successful candidate will manage estimating, tender submissions, procurement, contract negotiation, CVR reporting, change control, subcontractor accounts, and final accounts. They will also provide commercial leadership across multiple projects, working closely with operational, design, finance, and senior management teams.

Key Responsibilities

  • Lead commercial management from enquiry to final account.
  • Prepare estimates and cost plans using ConQuest Estimating Software.
  • Review tender documents, drawings, specifications, and employer requirements.
  • Manage contract negotiation, risk assessment, and procurement.
  • Administer JCT, NEC, Design & Build, and bespoke client contracts.
  • Prepare valuations, payment applications, variations, compensation events, and final accounts.
  • Produce monthly CVRs, forecasts, and board-level commercial reports.
  • Monitor margins, cash flow, cost-to-complete, and project performance.
  • Mentor Quantity Surveyors, Assistant Quantity Surveyors, and Trainees.
  • Support best practice, compliance, governance, and dispute avoidance.

Essential Experience

  • Minimum 8 years’ Quantity Surveying experience in construction.
  • Experience at Senior Quantity Surveyor or Managing QS level.
  • Strong pre-construction and live project commercial experience.
  • Good working knowledge of JCT and NEC contracts.
  • Experience managing multiple projects.
  • Strong subcontract procurement and negotiation skills.
  • Ability to prepare senior management and board-level commercial reports.

Qualifications

  • Degree in Quantity Surveying, Commercial Management, or related discipline.
  • Full UK Driving Licence.
  • Strong commercial acumen, negotiation, and reporting skills.
  • Advanced Excel capability.
  • Experience with ConQuest Estimating; COINS, Causeway, Microsoft Project, or Power BI would be advantageous.
