Surveyor – Commercial & Departmental Manager (Surveying & Procurement)
About NorthCountry Homes
The rebirth of NorthCountry Homes marks the return of a business focused on empowering young working-class individuals and first-time buyers to achieve home ownership and wealth through low-cost housing solutions across the North of England.
We are seeking an experienced Surveyor to join our rapidly expanding team, based either in our Wakefield or Midlands headquarters. This role will also involve departmental management responsibilities, with potential progression into a commercial management position as the business grows.
About the Role
As a key member of our commercial team, the Surveyor will hold end-to-end accountability for multiple housing developments, from initial planning to project completion. Your responsibilities will include:
- Budget preparation (site commencement budgets)
- Subcontract procurement and financial management
- Financial forecasting throughout the development lifecycle
- Site close-down processes (final account preparation, adoption works coordination)
- Stakeholder engagement (internal and external)
This is a hands-on, fast-paced role requiring strong commercial acumen, cost-control expertise, and excellent organisational skills.
Key Responsibilities
Financial & Budgetary Oversight
- Support the Land Department with abnormal cost information as required.
- Develop and submit site commencement budgets within agreed timelines.
- Monitor and manage financial performance via monthly valuations and forecasting.
- Maintain detailed cost reports and records for valuation accuracy.

Procurement & Subcontract Management
- Identify, source, and negotiate with subcontract trades via competitive tendering.
- Schedule, analyse, and place subcontract orders within authorised limits.
- Ensure cost-efficiency while securing best value for projects.
- Approve labour-only and subcontract agreements.
- Authorise small works orders and daywork claims.
Operational & Compliance Support
- Comply with all commercial standing orders and company procedures.
- Meet payment deadlines and fulfil contractual obligations.
- Oversee subcontract account administration.
- Generate cash flow documents when required.
Stakeholder & Site Management
- Maintain regular engagements with site subcontractors (both on-site and remotely).
- Mitigate overspends through on-site visibility, supporting site teams in accounts management.
- Collaborate with Technical teams to drive efficiencies and best practice.
- Utilise proven commercial knowledge to value-engineer projects and optimise designs.
About You – The Ideal Candidate
We’re looking for a self-motivated, results-driven professional with:
- Prob Gang Estate/Subcontract Experience – Proven track record in buying/managing dwellings or housing projects in Yorkshire or the Midlands.
- Commercial & Technical Acumen – Strong cost-analysis, tender negotiation, and financial forecasting skills.
- Design Expertise – Ability to take-off and schedule house designs from plans, creating reinstatement price schedules.
- Collaborative Mindset – Willingness to question, challenge, and improve processes across Technical and other departments.
- Organisational Excellence – Highly structured, adaptive, and able to prioritise workloads amid changing priorities.
- Technical Proficiency – Fluent in Microsoft Excel, with ability to utilise advanced tools for data tracking and reporting.
- Willingness to Engage On-Site – Comfortable with frequent site visits to support site teams.
