Overview

We are seeking an experienced Marketing Lead to help shape, drive and accelerate engagement across a major transformation and continuous improvement programme. This role sits within a Change Team operating in a fast-moving hybrid environment and will play a key role in how transformation is understood, experienced and adopted across the organisation.

This is not a traditional communications role. We are looking for a marketing professional who can combine strategic thinking, creative delivery and audience insight to create compelling campaigns that drive engagement, advocacy and behavioural change.

The successful candidate will introduce modern marketing approaches, elevate creative standards and help translate complex transformation activity into clear, engaging and impactful stories.

Key Responsibilities

  • Develop Transformation Marketing Strategy

    • Create and deliver a strategic marketing approach aligned to organisational change and transformation priorities.
    • Develop audience-led marketing plans that support awareness, engagement, adoption and advocacy.
    • Identify opportunities to improve how transformation activity is promoted and understood.
  • Lead Integrated Marketing Campaigns

    • Design and deliver high-impact campaigns supporting change initiatives and organisational priorities.
    • Build compelling campaign narratives and messaging frameworks.
    • Develop multi-channel approaches using digital, visual and face-to-face engagement methods.
    • Monitor effectiveness and continuously optimise campaign performance.

  • Drive Creative Excellence

    • Develop high-quality visual and creative products that support transformation outcomes.
    • Produce and oversee graphic design, infographics, digital assets, animations and motion graphics.
    • Create engaging content that makes complex change simple and relevant.
    • Raise the overall quality and effectiveness of marketing and engagement products.
  • Use Insight to Drive Decisions

    • Apply audience insight, user feedback and performance data to shape activity.
    • Develop meaningful measures of success and campaign reporting.
    • Use evidence to improve campaign effectiveness and stakeholder engagement.
  • Stakeholder Management

    • Partner with senior leaders, programme teams and change professionals.
    • Provide expert advice on marketing, engagement and audience experience.
    • Build strong relationships across a diverse stakeholder landscape.
    • Influence decision-making through evidence, creativity and delivery credibility.
  • Innovation and Continuous Improvement

    • Introduce modern, forward-thinking marketing techniques and tools.
    • Bring external best practice and new ideas into the organisation.
    • Explore innovative approaches including digital content, AI-enabled tools and interactive engagement methods.

Essential Skills & Experience

  • Significant experience leading strategic marketing activity.
  • Proven experience delivering integrated marketing campaigns from concept through to execution.
  • Experience supporting transformation, organisational change or business improvement programmes.
  • Strong graphic design and visual storytelling capability.
  • Experience producing motion graphics, animation or video-based content.
  • Ability to translate complex subject matter into engaging and accessible content.
  • Data-driven approach to campaign development and optimisation.
  • Strong stakeholder engagement and influencing skills.
  • Ability to work independently and deliver at pace in evolving environments.

Desirable Experience

  • Public sector or government transformation programmes.
  • Large-scale organisational change.
