Finlay Jude Associates are working with a respected organisation recognised for delivering major infrastructure projects across the water and wastewater sectors.

Our client is expanding their delivery team and is seeking a M&E Manager to support ongoing and upcoming projects.

Key Responsibilities

  • Act as the central coordinator for all MEICA and commissioning activities during pre-construction phases
  • Ensure alignment between design intent, construction requirements, and commissioning objectives
  • Establish and lead a delivery team to support communication between design, proposals, and construction teams
  • Oversee survey works, ensuring asset condition surveys are completed and reflected in compliance and commissioning plans
  • Manage change control processes and ensure updates are communicated to delivery and commercial teams
  • Develop a robust procurement strategy, identifying long-lead items and ensuring expedition plans are in place
  • Review and validate project programmes, ensuring interdependencies such as procurement, installation, power-on dates, and testing phases are understood
  • Oversee and validate MEICA design to ensure functional, safety, and operational requirements are met
  • Identify and resolve design issues that may impact commissioning outcomes
  • Support governance gateway submissions with Technical and Proposals Managers
  • Ensure temporary equipment, electrical loads, and process parameters are fully understood for each project phase
  • Develop commissioning strategies and plans, defining KPIs and success criteria
  • Provide guidance on constructability and commissioning considerations prior to gateway approvals
  • Collate project and compliance risks and develop construction and commissioning sequencing
  • Champion quality assurance across design, construction, and commissioning phases
  • Ensure ITPs, documentation, inspection, and testing procedures are agreed and followed
  • Act as the liaison between design teams, contractors, suppliers, and the client throughout the project lifecycle
  • Coordinate integration of civil, mechanical, electrical, and control systems
  • Provide regular updates to Framework MEICA and Commissioning Managers on project challenges
  • Troubleshoot issues during installation and testing, providing practical solutions
  • Ensure compliance with statutory requirements, industry standards, environmental regulations, and safety guidelines
  • Ensure quality plans and project execution plans are completed before gateway approvals
  • Identify specialist activities requiring escalation to Authorising Engineers or SHEQ teams
  • Identify training needs through competency gap analysis and ensure teams re briefed on procedures

  • Strong organisational and prioritisation skills
  • Programme management experience
  • Ability to plan, manage, and coordinate commissioning tasks within a wider project team
  • Ability to identify risks and implement control measures
  • Strong understanding of health, safety, and environmental legislation and safe working practices
  • Proven HV/LV Electrical and ICA commissioning experience
  • Strong mechanical understanding and technical knowledge
  • Understanding of water supply processes
  • Ability to follow procedures and take appropriate action
  • Ability to record information and complete documentation in line with commissioning standards and manuals
