MEP Quantity Surveyor

Working Hours: 08:00–18:00 Mon–Fri, 08:00–13:00 Sat (occasional Saturdays)
Reports to: Commercial Manager / MEP Director
Location: Site-based / Central London

Job Summary

Managing and controlling the costs of MEP works packages on construction projects, from initial budgeting and tendering through to procurement and the final account. Financial management, risk mitigation, cost forecasting and reporting, negotiation of MEP subcontracts, contract and subcontract administration, variations and final accounts for MEP packages. Provide commercial support to the project team on all MEP-related commercial matters, including fixing the costs of provisional sums and pricing the Employer’s Instructions, maintaining commercial information, ensuring compliance with contractual requirements and ensuring that Ant Yapi’s objectives are achieved. Liaise with Employer representatives, MEP consultants, subcontractors and other third parties on commercial issues, including agreement of variations, claims, and any additional payments relating to MEP works. Act as the commercial interface between MEP managers, package managers and the lead quantity surveyor, ensuring the MEP commercial position is fully aligned with the wider project commercial strategy.

Main Duties and Responsibilities

  • Ensure robust, accurate and timely cost and value reporting for MEP packages at both project and business unit levels. Ensure accurate cash flow reporting for MEP works.
  • Carry out cost management of MEP packages, including forecasting.
  • Update the MEP-related sections in the monthly CVR, cost and commercial plans in respect of MEP works and have accountability, along with the project team, for the commercial performance and strategy of the MEP packages.
  • Manage the MEP tender process, including preparation of tender enquiry documentation, tender equalisation / levelling, commercial and technical risk analysis, and preparation of tender recommendation reports.
  • Prepare, negotiate and execute MEP subcontracts, ensuring subcontract terms and conditions properly step down the main contract obligations and that commercial risks are identified and appropriately allocated.
  • Administer MEP subcontractors' monthly interim applications for payment and final accounts, including assessment of payment entitlement, issue of payment notices and pay less notices strictly within the contractual and statutory timescales.
  • Ensure that MEP subcontracts are administered in line with the provisions of the JCT Design and Build Contract / Sub-Contract and agreed amendments.
  • Ensure that the MEP supply chain is engaged appropriately with the correct contract terms and conditions.
  • Ensure that good client and subcontractor relationships are retained.
  • Measure, price, negotiate and agree budgets and costs for changes / variations to MEP project scope.
  • Attend pre-contract and post-contract meetings, liaise with a wide range of construction and building services professionals, and ensure the timely completion of agreed actions.
  • Track Employer instructions relating to MEP works and carry out valuations.
  • Carry out reconciliation of cost and value to date and forecast for MEP packages to keep the management team informed of project performance.
  • Advise on potential Value Engineering Items.

Requirements for the Role

  • UK Main Contractor, developer or MEP subcontractor experience on residential, healthcare, hospitality or commercial projects with a construction value above £30m (over £4m for combined MEP package on behalf of MEP subcontractor), as a quantity surveyor with responsibility for MEP packages. (preferable)
  • Minimum of 3 years' relevant experience in MEP systems and services in residential, healthcare and/or hospitality projects. (preferable)
  • Experience in the preparation and administration of MEP subcontracts.
  • Experience in administering the JCT Design and Build Contract and Sub-Contract.
  • Construction, quantity surveying or building services-related academic background.
  • Fluency in English.

Skills

  • Good IT skills (including proficiency in using Microsoft Excel and Word); good numeracy and literacy skills.
  • Familiarity with measurement software such as Bluebeam or AutoCAD.
  • Excellent coordination and communication skills, as required between MEP managers, package managers and lead quantity surveyors.

Knowledge

  • Familiarity with JCT Design & Build Contracts and Subcontracts, and knowledge of current Construction Law.
  • Sound knowledge of MEP systems (mechanical, electrical and public health services) in residential, healthcare and hospitality projects.
  • Ability to demonstrate a good knowledge of monthly reporting and earned value analysis.

Experience

  • Minimum of 3 years' experience in commercial management, tendering and procurement of MEP subcontractors on behalf of Main Contractors / Developers or within an MEP subcontractor environment.
