Metering Analyst – Settlement Services Team

At Elexon, join our Settlement Services team as an EMR & Metering Analyst on a permanent basis to support Contracts for Difference (CfD) and Capacity Market (CM) schemes—ensuring robust, compliant, and operationally excellent metering and settlement processes across the GB electricity market.


About the Role

As an EMR Metering Analyst, you’ll act as a Subject Matter Expert (SME) in EMR (Electricity Market Reform) and BSC (British Electricity Settlement Code) metering arrangements, advising on durability, accuracy, and compliance while delivering high-stakes settlements. You’ll blend technical metering operations with stakeholder engagement, process improvement, and regulatory compliance in a critical but fast-moving energy environment.

Your work spans daily operational tasks (e.g., processing metering aggregations) to strategic initiatives (e.g., supporting audit reform, change delivery, or emerging industry requirements). This is a role that delivers measurable impact—on settlement integrity, stakeholder trust, and market efficiency—to help shape the future of GB energy.


Key Responsibilities

Core Metering Operations

  • Deliver daily EMR metering activities to ensure accurate and on-time settlement of CfD and Capacity Market payments
  • Handle metering tasks, including aggregations, meter certifications, unit reallocations, change requests, OCPs (Operator Cost Plans), and SRIs (Settlement Requests for Information)
  • Execute tests, sign-offs, and adjustments to maintain alignment between energy flows, measurements, and EMR records

Stakeholder Liaison & Service Delivery

  • Act as a trusted technical SME for EMR, BSC, SVA (Settlement Validation Arrangements), CVA (Compliance Validation Arrangements), and Asset Metering processes
  • Respond to and resolve customers and stakeholder queries (including External Service Desk) with urgency, clarity, and accuracy
  • Support and conduct site audits (on-site and remote), documenting outcomes and communications to parties

Analysis, Reporting & Regulatory Support

  • Present technical issues, cross-cutting risks, and proposed solutions through deep-dive analysis, reports, and stakeholder-facing communications (readable for experts and non-experts)
  • Empower market participants with training, guidance, and compliance advice on regulatory and metering obligations, proactively reducing errors or disputes

Change & Improvement Initiatives

  • Collaborate with industry and internal stakeholders to drive operational efficiency and regulatory compliance
  • Lead or contribute to change management, including the ISA3402/QA reviews, ISO9001/QMS processes, and ISO27001/IMS improvements
  • Advocate for process improvements—refining Local Working Instructions (LWIs) and supporting issue resolution for local teams

Who You Are

This role demands both meticulous attention to detail and decisive problem-solving skills in a highly regulated and fast-paced industry. Strong candidates will possess:

Technical Expertise & Hands-on Experience

  • Deep understanding of EMR (Electricity Market Reform), CfD Settlement, and Capacity Market processes
  • Practical experience of SVA, CVA, or Asset Metering components within electricity settlements
  • Knowledge of UK electricity market roles (e.g., BSC Agents, EMR Parties) and their esaer’s brand/reported obligations to market conformity

Analytical & Process Skills

  • Proven ability to interpret complex data (e.g., utility or settlement-related) and recommend clear actions
  • Experience producing structured reports, recommendations, how-to guides, or step-by-step troubleshooting
  • Proficiency in SQL for querying structured data

Stakeholder & Operational Excellence

  • Customer-service oriented with the ability to negotiate, resolve disputes, or explain technical issues to non-technical audiences
  • Strict adherence to regulatory, quality, and compliance frameworks (e.g., slaughter, error-free billing is critical)
  • Excellent organisation and prioritisation to swiftly balance competing priorities (e.g., tackling looming deadlines while maintaining long-term improvements)

Soft Skills

  • Ability to analyse root causes and drive improvements with a data-led approach
  • Team player with a proactive mindset for process refinement, efficiency gains, or adoption of new technologies
  • Comfortable sitting in on internal and external audit meetings to refine or present procedures
