Responsibilities
General Duties
The Mobile FM reports to the Regional FM Lead and will oversee the following core responsibilities:
- Ensure all property services comply with lease provisions and align with Management Surveyor agreements.
- Prepare, monitor, and reconcile service charge budgets in line with the RICS Code of Practice, working closely with the Management Surveyor.
- Maintain regular communication with occupiers, updating them on works and services, and managing tenant contact lists, keyholders, and fire safety responsibilities.
- Deliver exceptional customer service to occupiers and clients.
- Use current REFIM software to track and complete actions; inspect buildings (including common areas) as assigned.
- Proactively manage fault reporting and ServiceDesk interactions daily.
- Review contractor SLA & KPI results monthly, providing feedback to the Regional FM Lead.
- Lead and supervise insurance claims in conjunction with the Management Surveyor.
- Assist with site-specific reporting as required by Management Surveyors.
- Attend client meetings as needed.
- Monitor energy and water consumption; champion sustainable property operations.
- Collaborate with local authorities, organizations, and businesses to ensure smooth building operations.
- Actively participate in the Avison Young FM team, sharing knowledge and supporting colleagues.

Contract Management
- Attend supplier review meetings and take ownership of contract performance.
- Regularly inspect site records, method statements, and contracts; monitor cost, attendance, and SLAs.
- Assist in benchmarking contract value and assessing contract suitability.
Compliance & Health & Safety
Ensure all safety documentation is up-to-date and maintained, including:
- Annual Health & Safety Risk Assessment.
- Asbestos Register and Management Plan.
- Fire Risk Assessments/Audits.
- Legionella Assessments.

- Mechanical & Electrical Engineering Records
- Cleaning Reports & Method Statements

Report any unsafe acts/defects immediately.

Conduct rotational checks of weekly fire alarm tests, emergency lighting tests, sprinkler valve tests, and fire evacuation drills.
Environmental Responsibilities
- Review electricity and gas consumption with the energy consultant in line with Avison Young Environmental Policy.
- Conduct regular property audits; develop enhancement and sustainability plans (energy-saving initiatives, security, building upgrades).
Budget Control
In collaboration with senior management teams (SMT) and clients:
- Ensure 10-year service charge plans for plant & structure are issued to external advisers.
- Prioritize repairs, enhancements, and modifications in line with SMT guidance.
- Approve and monitor service charge expenditures within authorized limits.
- Assist in service charge budget preparation (14 weeks before service charge year-end), ensuring on-going expenditure stays in budget.

- Provide assistance/coverage for other client buildings as needed.
- Perform additional duties as required by management.

Qualifications & Key Requirements
Core Skills & Experience
- Strong communication and leadership skills.
- Proficient IT skills (salient for software like REFIM).
- Proven background in Property & Facilities Management, preferably in a mixed-use portfolio.
- Excellent organizational and administrative abilities.
- Strong interpersonal skills.
- Ability to deliver exceptional customer experiences and manage service providers effectively.
- Interest in technical aspects of FM (technical training desirable but not mandatory).
- Experience with utility/energy management.
Knowledge & Certifications
- IOSH Managing Safely trained (will be provided if lacking).
- Experience working in multi-site FM environments.
- Well-developed IT proficiencies.
