About the Role

The Mobile Facilities Manager (FM) reports to the Regional FM Lead and will oversee the full and effective operation of properties, under statutory provisions, lease agreements, and collaborative management agreements with stakeholders.

General Duties

  • Ensure all required property services align with leases and the Management Surveyor’s agreement.
  • Collaborate in preparing, maintaining, and reconciling service charge budgets as per RICS Code of Practice.
  • Engage regularly with property occupiers to inform them about building services and works, ensuring:
    • Updated tenant contacts and data for key holders.
    • Fire safety responsible persons and respective records.
  • Deliver excellence in customer service for all occupiers and clients.
  • Use REFIM software for digital documentation of actions, and perform regular building inspections adhering to specific areas of responsibility.
  • Manage fault reporting and Servicedesk interactions daily.
  • Review contractor performance monthly through SLAs and KPIs, providing feedback to the Regional FM Lead.
  • Assist in responding to insurance claims in conjunction with the Management Surveyor.
  • Participate in site-specific reporting as required, and attend client meetings when called upon.
  • Oversee energy and water consumption, striving to achieve sustainable operational practices.
  • Establish collaboration with local authorities and organisations essential for optimal property operations.
  • Actively participate in the Avison Young FM team, sharing knowledge and best practices.

Contract Management

  • Attend regular supplier review meetings, taking ownership of contract performance.
  • Conduct regular inspection of site records, method statements, and contracts, tracking:
    • Performance metrics, attendance, and cost efficiency.
    • Benchmarking value and ensuring compliance with contracts.
    • Assessing the suitability of service providers and contracts.

Compliance, Health & Safety

Responsibilities include ensuring the access, maintenance, and training around safety records:

  • Conduct an annual Health and Safety Risk Assessment.

  • Maintain an Asbestos Register and Management Plan with thorough hazard management protocols.

  • Perform Fire Risk Assessments or Audits.

  • Ensure up-to-date Legionella Assessment reports.

  • Record fire alarm tests, emergency lighting checks, sprinkler valve tests, and fire evacuation drills.

  • Records for specific Permit To Work (PTW).

  • Mechanical and Electrical Engineering maintenance logs.

  • Cleaning reports and method statements.

  • Report any unsafe acts or defects to Facilities Management immediately.


Environmental Responsibilities

  • Review electricity and gas consumption, collaborating with the energy consultant and Avison Young Environmental Policy.
  • Conduct regular property audits aiming to improve:
    • Building and security enhancements.
    • Energy-saving initiatives, aligned with our company’s environmental goals.

Budget Control

Collaborate with senior management (SMT) and clients to ensure timely and cost-effective service charge expenditures:

  • Issue advice to external advisors for 10-year service charge expenditure plans regarding both plant and structures.
  • Define priorities for building repairs and improvements, aligned with SMT directives.
  • Approve and monitor service charge expenditures within the escalated authority levels for all applicable properties.
  • Assist in preparing service charge budgets, submitting them as per our Avison Young budget calendar, at least 14 weeks before the annual charge end. Monitoring will also ensure expenditures align with yearly budgets.
  • Offer coverage for owner’s additional client buildings when necessary.
  • Support other directed duties per company requirements.

Key Skill Requirements

To excel as the Mobile Facilities Manager, the ideal candidate should possess:

  • Strong communication and leadership skills.
  • Advanced acquaintance with IT tools.
  • Proven expertise in Property and Facilities Management within a mixed-use portfolio environment.
  • Ability to organise, administer and manage effectively.
  • Sound interpersonal skills to maintain client relationships.
  • Commitment to exceptional service delivery and management of service partners.
  • Interest in technical aspects, with technical education itself being desirable but not obligatory.
  • Prior experience in managing utilities/energy services.

Knowledge & Qualifications

  • Familiarity with IOSH Managing Safely (qualification desirable but will be provided on access).
  • Experience as part of a multi-site FM team, proven by past roles.
  • Strong proficiency in IT applications.
