Mobilisations Manager
Mobilisations Manager – Personal Support England
About the Role
This is a pivotal leadership role at the heart of our growth and impact. As Mobilisations Manager, you will lead the end-to-end mobilisation and transition of people we support with a learning disability into personalised, community-based support and living arrangements. This will enable individuals to live more independently, with tailored support aligned to their needs, preferences, and aspirations—ensuring every transition is safe, well-planned, and person-centred.
You will foster increased autonomy, choice, and improved quality of life for individuals by collaborating with families, commissioners, local authorities, and health/social care professionals. Together, you will align stakeholders around clear plans, realistic timelines, and shared accountability.
This role demands leadership across project delivery, person-centred practice, governance, and partnerships, ensuring:
- Robust, compliant mobilisation activity
- Delivered outcomes through proactive capacity planning
- Smooth transitions into long-term "business as usual" delivery
Key Responsibilities
- End-to-Focused Leadership
- Lead transitions from institutional/hospital settings into supported living/community-based services, ensuring safe, well-prepared, and person-centred delivery.
- Provide oversight during offboarding/decommissioning of services where necessary, prioritising safe transitions and stakeholder communication.

Project & Governance Management
- Oversee multi-project mobilisation activity, establishing clear governance, milestones, timelines, and transition pathways.
- Improve mobilisation frameworks, plans, and templates to drive consistency, clarity of roles, and best practice across the organisation.
- Maintain risk, issue, and dependency management with defined escalation routes and regular reporting to senior leaders (Directors/Executives).

Person-Centred Co-Production
- Lead personalised transition planning in partnership with individuals, informed by assessment and referral processes.
- Champion dignity, choice, inclusion, and empowerment, embedding early engagement to develop inclusive support models.

Service Readiness & Compliance
- Ensure facilities, staffing, and support structures are compliant with regulatory requirements (including CQC standards).
- Coordinate with Quality, Property, and Operations teams to support service inspection readiness.
- Align mobilisations with business development/cost planning to deliver sustainable, scalable models.
