Job Summary
Established in 2020, the National Cyber Force (NCF) is responsible for operating in and through cyberspace to counter, disrupt, degrade and contest those who would do harm to the UK or its allies, to keep the country safe and to protect and promote the UK’s interests at home and abroad. The UK will use cyber operations as part of its diplomatic, economic and military activities.
The NCF is at the heart of this, extending the UK’s competitive edge as a responsible, democratic cyber power, by countering threats from terrorists, criminals and states using the internet to operate across borders in order to do harm to the UK and other democratic societies. Countering threats which disrupt the confidentiality, integrity and availability of data and services in cyberspace (i.e. supporting cybersecurity), contributing to UK Defence operations, or helping deliver the UK’s foreign policy agenda (for example intervening in a humanitarian crisis to protect civilians). In addition to GCHQ and the Ministry of Defence, the Secret Intelligence Service and the Defence Science and Technology Laboratory are core partners bringing cutting edge espionage and research techniques.

This role supports NCF by being responsible for the arrangement of all UK and overseas business travel for all South West, North West and outstation NCF personnel. Control and maintenance of the station’s white fleet vehicles, which includes all relevant documentation for use (vehicles and user). Liaison with military internal/external agencies as well as civilian agencies in regards to station movements. The job holder will become the subject matter expert in regards to both UK & overseas movements for the station.
This position is advertised at 37 hours per week.
Job Description
Applying MOD policy, you will coordinate, negotiate and arrange the following UK & Overseas activities on behalf of all on site & outstation personnel:
- Control and maintain the Stations White Fleet vehicles, which includes all relevant documentation for use (vehicles and user). Maintain monthly service of unit vehicles to include checks of water and oil levels, tyre pressures and general cleanliness of exterior and interior. Supply travellers with up-to-date documentation upon provision of White Fleet vehicles. Place orders for sundries for the unit MT vehicles.
- Provide non-availability reports to support authorisation of Motor Mileage Allowance (MMA) for use of private vehicles on Duty travel. Collaboration with HR to ensure MMA is authorised and respond to routine queries from HR.
- First line checks & scrutiny of supporting paperwork for all travel requests to ensure compliance with travel policy.
- Customer support and focal point for all movements queries and identifying potential savings (e.g. directing personnel towards policy, advising personnel of travel restrictions, recommending appropriate movements/accommodation which meet the customers’ needs).
- Maintain a driving licence, DVLA summary and MT Registers. Maintain a travel expenditure database to capture details of all travel booked by the organisation, to assist with unit returns to higher formation, identify trends and to identify potential savings. Maintain database for the control of Station White Fleet vehicles and their usage.
- Ensure the most cost-effective movements and accommodation are selected in accordance with travel policy and within published financial capitation rates. In the event of movements exceeding the financial capitation rate, liaison with budget holders to obtain appropriate approvals from delegated individuals.
- Interrogate "Clarity" system and schedule any maintenance on the unit vehicle spreadsheet. Liaise with local appointed garages to arrange services and MOT’s.
- Control and issuing of Station Fuel Cards in support of the White Fleet and hire vehicles. Perform audits on their use (e.g. scrutiny of the fuel card statements) on a monthly basis and to assist auditors with their queries during inspections. Provide a monthly fuel cards and receipts return. Arrange updates and programming of the fuel keys.

Clearance level required for role is DV plus screening. Checks involved include, but are not limited to:
- Successful completion of the Baseline Personnel Security Standard
- Completion by the individual, of a DV Security Questionnaire
- A departmental/company records check which will include personal files, staff reports, sick leave returns and security records
- A check of both spent and unspent criminal records
- A check of credit and financial history with a credit reference agency
- A check of Security Service records
- A full review of personal finances
- A detailed interview conducted by a trained Investigating Officer
- Further enquiries, including interviews with referees conducted by a trained Investigating Officer. Checks may extend to third parties included on the security questionnaire
The full review of personal finances will include an assessment of an individual’s assets, liabilities, income and expenditure both on an individual basis and taking into account the joint position with a spouse or partner.
Additionally, candidates will need to meet the business validation standard and pass a drug test prior to appointment.
A Full UK Driving Licence is required for this role.
