National HSQE Manager

Carlisle Support Services is seeking a National HSQE Manager to oversee the implementation, maintenance, and continual improvement of the organisation’s integrated Health, Safety, Quality, and Environmental (HSQE) management systems across all UK operations.

The role involves identifying and mitigating risks to employees, clients, and the public while ensuring compliance with legislation, industry standards, and best practice. The HSQE Manager will collaborate with operational teams to deliver safety training, support accreditation compliance, and drive a strong safety culture.


Key Responsibilities

  • Guiding the implementation and delivery of the organisation’s HSQE strategy and management systems.
  • Providing HSQE advice and guidance to operational management across contracts in FM, cleaning, security, and rail environments.
  • Leading accredited training sessions and identifying training needs within the business.
  • Ensuring compliance with relevant legislation, safety standards, and external accreditations.
  • Conducting HSQE audits across contracted sites (including internal operations) and overseeing timely corrective actions.
  • Investigating incidents, accidents, and near-misses, analyzing risks, and recommending preventive measures.
  • Monitoring audit findings and trends to drive continuous improvement.
  • Partnering with external agencies, auditors, and industry bodies as needed.
  • Supporting HSQE improvement programmes and projects.

Ideal Candidate

Skills & Experience

  • Strong ability to build relationships and influence staff at all levels.
  • Experience conducting HSQE audits and compliance assessments.
  • Exceptional risk management, analytical, and problem-solving skills.
  • Proven ability to work both independently and collaboratively in a HSQE team.
  • Excellent verbal and written communication and organisational skills.

Qualifications

  • Essential:
    • NEBOSH National General Certificate (or equivalent).
  • Desirable:
    • NEBOSH Fire Certificate
    • IEMA Foundation Certificate in Environmental Management
    • Experience delivering accredited training programmes.
  • Note: Candidates without a Personal Track Safety (PTS) certification must be willing to pursue training.

Additional Requirements

  • Successful candidates must complete conditional national DBS screening and vetting, providing one of:
    • Passport / driving licence
    • Original utility bill (dated within last 3 months)
    • HMRC Tax letter
    • Bank statement / payslip / birth certificate / valid share code
