NEC Cost Manager

Senior Project Manager / Project Manager (ECC NEC3 & NEC4 Accredited) – Infrastructure

About the Role

Due to significant growth and sustained client success with infrastructure projects, Turner & Townsend is seeking experienced Senior Project Manager/Project Manager or Senior Cost Manager/Cost Manager with NEC3/NEC4 accreditation to deliver a breadth of high-profile infrastructure projects across Water, Aviation, Roads, Rail, Telecommunications, Utilities, and more. As a key leader within our ever-expanding team, this role will require guiding ambitious projects while mentoring future talent and helping Turner & Townsend shape industry standards.

Successful candidates will working primarily from hybrid locations, supported by our clients across various infrastructure sectors.


Key Responsibilities

  • Administer NEC3 and NEC4 Engineering and Construction Contracts as a recognised ECC Project Manager, aligning projects with client objectives and all regulatory/commercial requirements
  • Resolve complex technical, commercial, and operational challenges, holding clear ownership of project outcomes and budgets
  • Lead cross-disciplinary teams, collaborating with stakeholders across clients, contractors, and partner organisations
  • Manage multiple work streams concurrently, ensuring tight coordination and adherence toKey milestones within aggressive timelines
  • Establish trusted advisor relationships with clients, translating business ambitions into deliverable project solutions while demonstrating a proactive growth mindset
  • Provide strategic guidance for NEC contract administration, procurement, and Results-Based Handing

Key Requirements

  • Proven expertise in NEC3/NEC4 Engineering and Construction Contracts with active roles as a named ECC Project Manager or accountable leadership of such roles within the past 12 months
  • Minimum 8+ years of industry experience in infrastructure project/programme management, demonstrating capability across:
    • Core competencies: NEC contract expertise, cost management, commercial strategy, and sustainable net-zero approaches
    • Technical leadership: Project lifecycles (conception to handover) and broader controls frameworks
    • Risk management, compliance, and contracts (SOX-relevant where applicable)

Preferred Skills & Attributes

  • Leadership & mentorship: Passion for developing future talent in project management
  • Business acumen: Strong budgeting, forecasting, and commercial analysis—balancing net costs with value delivery
  • Conflict resolution: Proven conflict de-escalation skills to maintain stakeholder trust
  • Public sector knowledge: Experience with arm’s length/quango organisations or utilities a bonus
  • Qualifications/accreditations (essential if closely aligned to NEC):
    • NEC3/NEC4 Accredited Project Manager certificate certified under the “ECC Project Manager” competence criteria
    • Professional affiliation (e.g., APM, RICS, ICE or similar)
