NEC Supervisor
Job Description Overview The NEC3 Site Supervisor will be the named Supervisor for all HS2 Phase 1 works. This is a significant role within HS2 and will report to the Lead Supervisor. The Supervisor’s role is to undertake the duties of the Supervisor under the NEC3 engineering and construction contract. The Supervisor is required to ensure that: The work is provided to an agreed standard, quality control being a key part of the role. They witness tests and inspections to ensure that the executed works comply with the Contract and Works Information, including specifications and industry quality standards. They manage the defects process, including the issue of the Defects Certificate. The overall objective of the Supervisor is to protect the interests of the Employer, whilst ensuring works are carried out in accordance with the contract. The Site Supervisor is the named individual who delegates the authority and responsibility to person the duties of the Supervisor under the NEC contract between HS2 and the EWC. Your role The Site Supervisor responsibilities include the following: Review and comment on the Inspection and Test Plans, Material Approvals and Method statements in conjunction with the PM and Engineering team. Record that the works are constructed or installed in accordance with the Contract and Works information, and report any non-compliance identified during the inspection. Attend and feedback into regular meetings with the PM and Contractor staff. Facilitate, coordinate and undertake test and inspections and site-based queries with regards to defects and coordinating their resolution (where it is not the responsibility of the Contractor). Assist the PM in his review and acceptance of the Contractor certification packages. Monitor, inspect and sign off the quality of the works across all enabling contracts. Oversee tests and inspections carried out by the Contractor and “Others” third parties. The inspections shall be undertaken both on and off site. Review and act as per the Supervisor Execution Plan, and ensure that it is briefed and shared with the whole Supervisor team. Monitor and track the Contractor’s defects and issue the “Defects Certificate”. Develop and implement quality, inspection and defects reporting. Organise and coordinate the delivery of the Supervisor Services to fulfil the duties of the Supervisor under the NEC Contract and to support the Lead Supervisor. Mark off-site equipment, plant and material, and notify the Contractor that the test and inspection of such items has been passed. The Supervisor shall act in a spirit of mutual trust and co-operation with the Employer, the Contractor and the Project Manager. Both the Project Manager and the Supervisor roles act as agents to the Employer and are independent of each other. Whilst the Project Manager is the focal point of the contract, and it is their duty to manage the contract on behalf of the Employer (to achieve the Employer’s objectives with regard to budget, programme, quality), the Supervisor performs an independent role in regard to the quality of the works. The Supervisor is accountable for the issue of some instructions direct to the Contractor, but this is limited to ensure clarity of instruction and intentions and that the Project Manager is aware of all issues (such instructions are limited to Search for a Defect). About you The Site Supervisor must be experienced in the operation of NEC contracts and in the quality control and assurance of the delivery of major infrastructure programmes (major rail programmes, and high speed rail projects in particular would be desirable). Demonstrable experience of managing quality on multi-disciplinary projects and the ability to communicate and engage with multiple stakeholders is essential. BSc or MSc in Engineering, Construction Management or equivalent technical field, and a professional qualification is desirable, alternatively a significantly long practical experience in construction disciplines relevant to the inspection scopes. NEC3 ECC Site Supervisor Accreditation is essential. CSCS card. SMSTS or SSSTS desirable.
