Senior Project Manager / NEC Supervisor – Infrastructure Scotland

About the Role

Turner & Townsend is a global professional services company specialising in project, cost, asset, and commercial management across real estate, infrastructure, energy, and natural resources. Based in Scotland, we are seeking an experienced Project Manager with strong NEC Supervisor credentials to support our client base, including high-profile transportation, utilities, and highways projects.

Role Overview

The role will primarily involve acting as a NEC Supervisor under the NEC4 Engineering and Construction Contract, managing site-based delivery while ensuring compliance with project documentation (plans, project briefs, compliance, guarantees, warranties, etc.).

You will support a range of large-scale infrastructure projects, helping clients achieve their objectives within budget, time constraints, and quality standards.


Key Responsibilities

  • On-Site Supervision & Compliance:

    • Perform the role of Supervisor under the NEC4 ECC contract, ensuring all project activities are conducted in accordance with contract stipulations.
    • Hold NEC Supervisor accreditation or a commitment to achieving it.
    • Monitor compliance with project documentation, including drawings, specifications, environmental compliance, and statutory consents.
  • Constructor & Procurement Local Competence:

    • Gain live, hands-on experience of construction phase delivery, particularly on projects like highways, utilities, and structures.

  • Contractual Knowledge:
    • Predict and resolve contractual issues affecting delivery within an NEC environment.
    • Issue Contract Notices and Constructors’ Responses as required.
    • Act appropriately for Loss and/or Expense, Dispute Resolution, and Post-Contract Services.

Experience & Skills

Core Requirements

✔ NEC Supervisor Accreditation (or accreditable). ✔ Construction phase experience across infrastructure projects (e.g., highways, utilities, structures). ✔ Ability to provide on-site supervision, managerial guidance, problem resolution, and contract management. ✔ Strong industry knowledge of legislation, environmental considerations, and statutory consents. ✔ Stakeholder engagement and client relationship management. ✔ Experience chairing project meetings and presenting progress/risk reports. ✔ Proficiency in NEC contract interpretation and handling various Contract Notices.

Preferred Qualifications & Experience

(Not mandatory but advantageous)

  • **Partially/fully qualified PM in a relevant discipline (e.g., Civil Engineering, Quantity Surveying, Project Management).
  • Experience leading Programmes/Commissions to protect against delays/disruptions and drive resource/profit optimisation.
  • Chartered status with ICE, APM, RICS or similar professional bodies.
  • Experience working on larger schemes (>£100m in value).

Scope of Work

Project delivery scope varies depending on project complexity, with typical engagements ranging from £10m – £25m per project. Roles may include fast-tracked works promoting future schemes, propagating best practice and technical compliance, and informing future operations or legislative requirements.

  • Timely and budget-compliant project delivery while maintaining quality, schedule, and cost efficiency.
  • Effective client relationship management and alignment with client objectives.
  • Cost and performance management through accurate resource/application allocation.
  • Battle-field adjustment of pricing to protect axioms or commercial benefits, considering Liability Insurance, additional costs, or adjustments.
  • Clear communicative reporting to stakeholders (including documentation of proposed ones).
  • Proactive monitoring of project finances and data.
  • Identification of business development opportunities for existing and new clients.

Qualifications

  • Degree-qualified in Civil Engineering (not mandatory but preferred).
  • Experience with NEC ECC Project Manager or Supervisor accreditation.
  • Chartered status with ICE, APM, RICS (or similar) provided an advantage.
