Location: Thurrock Council, Civic Offices, New Road, Grays, Essex
Pay Grade: E Salary: £39,027 – £44,463 per annum Contract Type: Fixed Term (6 months) Working Hours: 37 hours per week
About the Department
The Housing Technical Services Team operates within Thurrock Council’s Place Directorate, providing a vital role in ensuring the safety, compliance, and effective management of the Council’s housing stock.
The team collaborates with Housing, Building Safety, Estate Services, Repairs, and Capital Programmes to deliver safe, well-maintained homes and thriving neighbourhoods for residents.
Currently, the Council is focused on building safety, compliance, resident engagement, and continuous service improvement.
About the Role
As a Neighbourhood and Compliance Officer, you will:
- Conduct regular inspections of housing-owned land, communal areas, and residential blocks to ensure compliance with statutory and council regulations.
- Perform non-technical compliance checks, including:
- Fire safety inspections/audits
- Weekly fire alarm testing
- Monthly emergency lighting checks
- Fire safety equipment inspections (fire extinguishers, dry risers, AOVs, passenger lifts, disabled refuge systems, and premises information boxes)
- Record inspection findings, update compliance systems, and maintain detailed, auditable records (including photographic evidence).
- Monitor inspection outcomes, follow up on remedial actions, and escalate safety concerns to relevant teams.
- Act as an early-warning system for emerging risks, particularly in high-rise and higher-risk residential buildings.
- Work closely with internal teams (e.g., Building Safety, Repairs, Estate Services) and external partners to enhance estate management and compliance delivery.
- Build positive relationships with residents, encouraging active involvement, assisting with concerns reporting, and advising on council policies and procedures.

What We’re Looking For
Skills & Experience
✔ Experience in housing management, neighbourhood coordinatoin, Facilities, or compliance roles. ✔ A strong understanding of health and safety and non-technical compliance in a housing context. ✔ Excellent communication and report-writing skills, with the ability to engage with:
- Residents
- Colleagues
- Contractors
- External partners ✔ Ability to work independently, prioritise tasks, and operate effectively in a dynamic, fast-paced environment. ✔ A proactive, customer-focused mindset with the confidence to identify, challenge, and escalate risks responsibly. ✔ Experience working collaboratively in multi-disciplinary teams.
Essential Qualifications & Requirements
✅ A Levels (or equivalent) in English and Maths, or equivalent Literacy & Numeracy skills. ✅ NEBOSH General Certificate or IOSH Managing Safely (or equivalent). ✅ A full UK driving licence (essential for site visits). ✅ Willingness to undergo role-specific training for ongoing compliance and service delivery.
DBS Check: A Basic DBS check will be required.
