Shape the Future of Neighbourhood Health in Cornwall
Kernow Health CIC is seeking two ambitious and experienced Neighbourhood Health Programme Managers to help lead the development and delivery of Integrated Neighbourhood Teams (INTs) across East Cornwall.
This is an exciting opportunity to play a key role in transforming how health, care and community services work together to improve outcomes for local people. Working alongside clinical leaders, partner organisations and communities, you will support the delivery of neighbourhood priorities, coordinate complex programmes of work and help embed the Integrated Care System (ICS) neighbourhood model across Cornwall and the Isles of Scilly.
Main duties of the job
As Neighbourhood Health Programme Manager, you will work closely with the Neighbourhood Clinical Lead, PCN Manager, Place Director, Development Manager for the Integrated Care Area and a wide range of partner organisations to coordinate neighbourhood delivery plans, support transformational workstreams and ensure robust governance, reporting and assurance processes are in place.

Initially, the role will focus on establishing strong neighbourhood working arrangements, supporting Neighbourhood Steering Groups and developing realistic, deliverable plans. As neighbourhood arrangements mature, opportunities may arise to take on greater operational oversight within agreed governance arrangements.
About Us
What We’re Looking For
We are seeking a highly organised and motivated individual with:
- Degree-level qualification or equivalent relevant experience.
- Significant experience in programme management, service improvement, transformation or change management
- Experience working across complex partnerships within health, social care, public sector or voluntary sector environments
- Strong skills in governance, reporting, risk management and stakeholder engagement
- Excellent analytical skills and confidence working with performance and financial data
- Experience supporting complex projects, programmes or transformation initiative
- Outstanding communication, influencing and relationship-building skills

Desirable
- Experience working within Integrated Care Systems (ICS), ICBs, neighbourhood or place-based models.
- Experience of budget monitoring, business case development or funding applications.
- PRINCE2, MSP, Agile or Quality Improvement qualifications.
- Postgraduate qualification in a relevant field.
