Lead Consultant (Health Inequalities in Children & Young People) – Brent Integrated Care Partnership
Job Overview
Brent Integrated Care Partnership (Brent ICP) is seeking an experienced Lead Consultant to address Health Inequalities (HI) in Children and Young People (CYP). This role will be hosted by Central and North West London (CNWL) Foundation Trust but will collaborate closely with a partnership of health and care organisations across Brent.
As the borough undergoes restructuring due to ICB (Integrated Care Board) reorganisation, this position presents an opportunity to join a senior leadership team responsible for shaping Integrated Neighbourhood Teams and driving health and care transformation in Brent.
Brent ICP unites health, care, and wellbeing organisations to deliver inclusive services for the community. This role will focus on bridging strategic and operational aspects of HI for CYP, fostering system-wide change in alignment with Brent’s Neighbourhood Delivery model.
Key Responsibilities
Strategic Leadership & Change Management
- Take ownership of Health Inequalities (HI) strategies for Children & Young People (CYP) in Brent.
- Lead the implementation of the Brent Neighbourhood Delivery model, driving equity-focused service transformations.
- Work at senior management level within the Brent Neighbourhoods Programme, shaping directives and change agendas for CYP.
- Develop and oversee clinical policy frameworks and operational pathways to address key HI priorities across the borough.
Stakeholder Engagement & Governance
- Collaborate with Cabinet Members, Council representatives, and Brent ICP leadership to ensure alignment with Health Inequality strategies.
- Act as a senior advisory figure for the Head of Place (Inequalities & Neighbourhoods) and Brent ICP Managing Director.
Operational & Clinical Governance
- Monitor and refine services to ensure adaptability to changing needs and commissioning demands, while maintaining cost-effectiveness.
- Ensure fidelity to Berkshire Healthcare/NICE standards and regulatory compliance, translating policy commitments into practical operational solutions.
- Chair and facilitate steering groups, ensuring multi-disciplinary collaboration and clinically informed decision-making.
- Maintain a comprehensive stakeholder engagement framework, involving service users, carers, community organisations, and key health partners.
Service Development & Innovation
- Identify new business opportunities in Brent, including tender development.
- Lead evidence-based quality improvement initiatives, embedding innovation in workforce culture.
- Drive cultural change to encourage clinically driven, collaborative solutions and excellence in care delivery.

Detailed Job Description & Key Accountabilities
Core Accountabilities
The Lead Consultant holds managerial responsibility for:
- Safeguarding the effectiveness of operational HI policies for CYP in Brent.
- Overseeing strategy execution for Health Inequalities, ensuring alignment with Borough-wide priorities.
- Working within the CNWL-LA-ICP partnership to embed strategic vision at both council and operational levels.
Key Deliverables
- Strategic Alignment & Development:
- Contribute to town/county-wide policy frameworks under NHS/Local Authority protocols.
- Facilitate engagement with national/local policy developments, ensuring implementation at a realistic, sustainable level.
- Standards & System Compliance:
- Ensure adherence to clinical/non-clinical guidelines where capacity permits.
- Monitor legislative changes, advocating innovative adaptation of HI services across the Borough.
- Service Enhancement:
- Oversee input into non-UK quality frameworks, infusing lessons from operational practice.

Person Specification
Education & Professional Qualifications
Essential
- Advanced qualification equivalent to a Master’s Degree in a relevant field (e.g., Public Health, Social Policy, Healthcare Leadership, related discipline).
- Formal senior management/new management training in leadership, policy formulation/design, or strategy execution.
- Commitment to professional growth, with demonstrable evidence of continuous personal/professional development.
Desirable
- Additional professional qualifications (e.g., MBPP/Honours-level health leadership accreditation).
