Job Title: Non-conformance (NRC) Lead

Pay: £50 - £60K Per Annum
Location: Suffolk with associated travel as required

Job Purpose / Overview

The Non-conformance Lead is responsible for implementing and managing the project process and associated system, tools, and arrangements for effective and efficient management of all project non-conformances. This includes ensuring all supporting processes, procedures, interfacing scope, contractual requirements, guidance, IT tools, and reporting capabilities are effectively managed and utilised by all stakeholders with a prioritised focus to ensure the non-conformance process is operating efficiently and supports delivery of project milestones across the Programmes, as well as compliance with Nuclear Site Licence conditions.

Principal Accountabilities, Activities and Decisions

  • Lead the continued development and implementation of effective NCR management arrangements through the project lifecycle, including but not limited to processes, procedures, work instructions, contract specifications, steering/oversight committees, and working groups such as:
    • Manufacturing and Site Non-Conformance procedures
    • Quarantine and 'Red Work' status processes
    • CALM/3DX and IT/IM SteerCos
    • Materials Management
    • Quality Exceptions Panels
  • Lead the development of and implementation actions to resolve issues relating to the NCR process and to bring about improvements, including timely closure and reduction of NCRs across the project, and support others in these actions.
  • The role has no line management responsibility as yet but this may change as the project evolves.
  • Lead the management and support the ongoing development of the quarantine and red work process - liaising directly with key stakeholders including logistic and materials management teams to effectively manage and drive closure of quarantine items.
  • Establish and chair NCR process governance committees (to be defined).
  • Manage the Quality Exceptions Panel process developing and evolving as necessary to meet the needs of the project.
  • Support the development of IT tools to deliver the NCR process, working closely with the technical and IT development teams to ensure alignment with project needs, support reporting capability, and end user experience, ensuring all technical issues are quickly resolved whilst also maintaining spatial awareness of development of tools by other project teams that may either have beneficial effect or impact the NCR process.
  • Support the monitoring and reporting of NCR performance in the systems/tools to ensure project stakeholders are informed of NCR status and progress, identifying deteriorating trends and taking action as necessary to ensure effective NCR process performance for the Programmes and SZC project.
  • Ensure processes, arrangements, and work instructions including contractual requirements are defined and are instructed to the Supply Chain following the contract management processes, monitoring, reported, and escalating deployment or implementation issues as appropriate.
  • Ensure common working practice across SZC project on NCR management process through the development and delivery of training, guide of good practices, industry benchmarking, and lessons learned from HPC and other projects.

Knowledge, Skills, Qualifications & Experience

Essential

  • A clear and considerable understanding of quality management best practice for deployment by large, complex, and contract-led organisations.
  • Considerable knowledge of management of non-conformances (NCRs) and engineering concessions.
  • Confident and articulate communicator, able to prepare presentation material, and comfortable addressing individuals, small groups, and very large audiences.
  • Act as a strong advocate for best practice, able to support and defend practical deployment and solutions, whilst remaining open to the ideas of others.
  • Excellent training development and delivery skills.
  • Analysis of data, preparing reports, and making recommendations.
  • The ability to influence and to provide constructive challenge which is accepted by others.
  • The ability to build effective relationships with internal and external stakeholders.
  • Proactive and flexible, being prepared to plan and work on own initiative.

Desirable

  • Knowledge of various NCR tools and specifically Dassault 3DX (ITEROP).
  • Recognised Quality / Engineering and or Project Management training, accreditation, or affiliation.
  • Knowledge and understanding of the nuclear sector, ideally new build and Nuclear Site License conditions.
  • Knowledge of pressure and nuclear codes and standards.
  • Knowledge and understanding of configuration management and controls.
  • Knowledge of Materials, Welding, Non-Destructive Testing (NDT), Civils, Pressurised Water Reactor structural and system design would be advantageous.

Qualifications & Experience

Essential

  • Experience of project delivery with focus on project quality, with a solid understanding of the Quality Assurance and Quality Control in major projects across engineering, procurement, manufacturing, construction, and commissioning.
  • Experience operating NCR management processes, systems, and tools.
  • A relevant qualification in Quality, Engineering, or Project Management discipline.
  • Experience working to relevant codes and standards including ISO 9001/ISO 19443.
  • Experience interfacing with project and engineering teams and with supply chain organisations.
  • Experience of implementation of processes and business systems/IT tools with a major project environment.
  • Proven leadership experience working in a quality assurance/control environment within the nuclear industry or other relevant safety-critical industry.
  • Proven experience of interaction and resolving issues with a wide range of stakeholders in a multi-cultural environment.

Desirable

  • Experience in the application of ISO19650 and ISO15489-1:2016.
  • Experience in configuration management processes, systems/tools, and controls.
  • Large-scale infrastructure project experience.
