Non-Domestic Rating Caseworker – HMRC Valuation Office

HMRC Valuation Office (formerly the Valuation Office Agency) has recently integrated into HMRC as the public sector’s property valuation experts and advisors. Job Overview

As a Non-Domestic Rating Caseworker, you’ll play a vital role in supporting government taxation initiatives while tackling complex property valuation challenges. This dynamic role requires analytical rigour, on-site property inspections, stakeholder communication, and independent decision-making—all within the framework of professional guidelines.

Key Objectives

You’ll contribute directly to taxation support for the government by:

  • Conducting property assessments to inform accurate non-domestic ratings (business rates), ensuring levies are fair and revenue-neutral.
  • Supporting local authorities and business communities by resolving technical discrepancies and delivering compliant valuations.

Role Responsibilities

Primary Tasks & Responsibilities

  • Site Inspections (Up to 80% of time)

    • Travel to commercial properties (retail, offices, industrial units & warehouses, etc.) across England and Wales for in-person assessments.
    • Gather physical property data (dimensions, condition, usage, etc.), conduct measurements, and ensure meticulous documentation.
    • May require overnight stays for remote or time-sensitive inspections/team meetings.
  • Analytical & Decision-Making Work

    • Review property and case records (including inspections, local authority data, and agent submissions) via systems & online tools.
    • Make professional, evidence-backed decisions on assessments in line with HMRC/VALUATION OFFICE AGENCY guidelines, under supervision by a Technical Lead.
    • Ensure fairness and consistency in ratings while addressing case-specific complexities.
  • Stakeholder Engagement

    • Engage with customers, local authorities, and property agents via phone, email, and in-person to resolve disputes and progress cases.
  • Peer Collaboration & Continuous Improvement

    • Share insights and constructive feedback to enhance workflows and operational efficiency.
    • Actively participate in team forums and internal development activities.
  • Regulatory Compliance & Service Excellence

    • Uphold professional standards in all interactions, reflecting the office’s core values of integrity and service.

Essential Requirements

Candidate criteria must meet ALL of the following:

❏ Strong analytical skills: Ability to assess data from multiple sources (gegraphic, physical, legal) to inform fair, consistent rating decisions, often under tight deadlines.

❏ Regular travel & mobility: Willingness to travel frequently across regional locations, including accommodating potential overnight stays as needed.

❏ Organisational discipline: Effectively prioritise varying workloads, apply deadlines to milestones, and self-manage workloads/stakeholder expectations.

❏ Relationship management: Proficiency in cultivating authentic rapport with customers, colleagues, and external agents.

❏ Clear communication: Consistently deliver written reports and briefings as well as verbal updates aligned with technical or lay stakeholders.

❏ Physical/technical capability: Excels in site investigations, tolerates on-site variations in conditions, and documents observations with accuracy.

Qualities for Exceptional Performance

  • Experience using numeric data to justify conclusions (e.g., code, finance, surveying, property analysis).
  • Familiarity with industrial/retail/office property layouts&zurptions; how components contribute to valuation.
  • Understanding of HMRC Transactional Reporting System or similar (training provided—but helps guide adaptation).
  • Interest in digital tools (e.g., case management software, CMS) fitted into valuation workflows.
