Due to our exciting pipeline of work, we are seeking a dynamic and forward-thinking Framework Manager to shape our work-winning approach to framework delivery.

In this role, you will:

  • Undertake a framework lead and governance role for a seamless, coordinated tender approach for our clients.
  • Lead the development of a strong, collaborative, agile team with our supply chain partners to position the best team to win work.
  • Be the first point of contact with clients and partners for framework engagement and build a forward-looking programme of work.
  • Work closely with our Client Account Managers (CAMs) to build a strong pipeline and strengthen client relationships.

This Framework Manager will own the delivery of successful proposals across a range of clients and projects, acting as a bridge between technical delivery and our existing work-winning process.


Key Responsibilities

Growth & Opportunity Capture

  • Drive growth by positioning for and capturing key opportunities, including new business and the renewal/extension of existing opportunities.
  • Lead a holistic bid/sales strategy from capture strategy to solution development, answer planning, review, debrief, and lessons learnt.
  • Form collaborative teams with supply chain partners to position for bid opportunities.
  • Build and maintain a diversified pipeline of qualified opportunities using data-driven client insights and performance intelligence.
  • Focus on pipeline opportunities that deliver the highest value and return on investment.
  • Lead a supply chain forum to share opportunities and foster collaboration.

  • Influence scope, delivery models, and commercial terms proactively through market engagement and client positioning.
  • Analyse competitive landscapes, leveraging insights from past wins/losses to refine strategies.

Partnering Leadership

  • Identify and cultivate strategic partnerships to strengthen AECOM’s competitive position.
  • Build trusted supplier relationships and define clear partner roles, responsibilities, and value contribution.
  • Ensure integrated, compelling solutions for bids.

Client Engagement & Positioning

  • Lead all client-facing bid activities, including approving clarification questions and responses.
  • Attend client briefings and site visits as required.
  • Own the client narrative—why AECOM, why this team, and why this approach?.

Commercial & Strategic Oversight

  • Set strategic commercial direction for pricing and value proposition.
  • Provide senior-level challenge and commercial assurance, ensuring solutions are:
    • Deliverable,
    • Differentiated,
    • And commercially sound.
  • Maintain ultimate accountability for long-term commercial outcomes and value.

Leadership & Influence

  • Influence senior stakeholders to align resources and supply chain partners.
  • Be a visible leader in:
    • Growth strategy,
    • Team collaboration,
    • External engagement within the Nuclear sector.
  • Effectively communicate priorities across market sectors to:
    • Executive and regional leaderships,
    • Business lines,
    • Ensuring resources are allocated and bid strategies supported.

Qualifications & Experience

We’re looking for:

✅ Strong technical and delivery experience in understanding and translating client technical drivers into compelling bids. ✅ Excellent communicator with proven leadership in bid/sales processes, including:

  • Facilitating workshops for diverse teams. ✅ Credibility at senior levels to engage with:
  • Clients, partners, internal stakeholders. ✅ Deep commercial judgement and strategic thinking, balancing:
  • Risk fostering optimum value and growth. ✅ Strong understanding of:
  • The UK nuclear market.
  • Major nuclear industry stakeholders.
