Operations Strategy & Planning – EMEA Content Operations
About the Role
The Operations Strategy & Planning team plays a pivotal role in driving scale, standardisation, execution quality, and cost efficiency across TikTok’s Content Operations. This position is focused on shaping the operational model, optimising processes, capacity planning, and OKR governance to ensure TikTok’s platform can successfully manage content growth priorities while maintaining accuracy, speed, and efficiency.
The role requires close collaboration with Content Verticals, Regional Operations, PGC Product, Engineering, Data Science, and other cross-functional teams (XFN) to ensure operations are data-driven, future-proofed, and continuously improving.
Key Responsibilities
- Develop and execute the long-term operational efficiency strategy for EMEA Content Operations, ensuring scalability amid growth in content volume, markets, and policy complexity.
- Design and evolve scalable operating models, aligning with quality, speed, cost, and risk parameters.
- Make data-driven trade-offs across moderation, appeals, escalations, and specialised workflows.
- Own end-to-end process design, optimisation, and documentation for moderation, appeals, escalations, and specialised workflows.
- Apply Lean, Six Sigma, and operational excellence methodologies to minimise rework, latency, and inefficiencies.
- Lead continuous improvement initiatives with measurable improvements in efficiency and quality, leveraging performance data.
- Develop, maintain, and refine regional capacity plans, forecasts, and workload models.
- Support budgeting, ROI analysis, and strategic decision-making with actionable insights.
- Coordinate and operationalise the annual and quarterly OKR planning and reporting cycle, ensuring alignment with organisational goals.
- Define and track core operational KPIs, including cost per decision, handle time, and automation rate.

Qualifications
Minimum Qualifications
- 5+ years of experience in strategy consulting, business analytics, operations analysis, or related fields.
- Strong analytical and problem-solving skills, with proficiency in data analysis and presentation (e.g., Excel, SQL).
- Structured thinker with the ability to balance big-picture strategy and rigorous attention to detail.
Preferred Qualifications
- Fast learner with intellectual curiosity, strong business impact drive, and a passion for innovation in fast-moving environments.
- Proven communication and stakeholder management skills, with experience in project leadership, change management, and results delivery.
