Operational Flow Manager / Senior Controller – Full-Time Position (Part-Time Applications Also Considered)

About the Role
The **Operational Flow Manager / Senior Controller is a pivotal position within the organisation, responsible for leading on and monitoring operational issues relating to patient flow throughout the health board.
The post holder will:
- Lead patient-focused management of flow through the Emergency Unit and wider hospital.
- Provide expertise in Patient Flow and Site Services, with a focus on the Emergency Department.
- Ensure effective flow of unscheduled and scheduled patient streams from admission to discharge, collaborating with:
- Senior managers and clinical teams
- Head of Operations and Head of Patient Flow
- Patient Flow Coordinators, Bed Bureau staff, and Discharge Lounge staff at the University Hospital of Wales
- Utilise clinical expertise to support high-quality care, with a focus on time flow in partnership with the Head of Operations.
Key Responsibilities
Clinical and Operational Leadership
- Utilise clinical expertise to contribute to a high-quality service, prioritising time flow in conjunction with the Head of Operations.
Coordination and Collaboration
- Work collaboratively with the unscheduled care team to ensure seamless patient flow through emergency and assessment units, with patient safety as the top priority.
- Monitor and report barriers to discharge, working with:
- Directors, Clinical Support Services
- External organisations/agencies
- Identifying strategies to manage discharge delays

Maintain timely and effective communication with partnership organisations, including senior management, clinical teams, and external bodies.

Lead operational links with the Directoral Management Teams, Senior Nurses, and Medical Staff during bed shortages, adopting a proactive approach to crisis management.
Strategic Communication
- Provide daily communications with Senior Clinicians and Executives on key decisions regarding:
- Waiting Lists
- Elective admissions
- Ensure coordinated and efficient management of patient admissions across key departments.
External and Systemic Collaboration
- Engage with other Health Boards, Welsh Ambulance Service Trust, Local Health Boards, and the Welsh Government to develop unified approaches to:
- Patient access
- Bed capacity management
- Achievement of local and national targets
- Support the development of systems and processes in collaboration with clinical boards to enhance patient flow.
Requirements
- Strong preference for candidates fluent in Welsh, though English or Welsh speakers are equally welcome.
- Clinical knowledge and expertise in patient flow management.
- Exceptional communication and collaboration skills across various internal and external stakeholders.
- Ability to lead and coordinate high-pressure environments to resolve bed shortages and discharge barriers.
