Operational Resilience Manager

Operational Resilience Manager

Purpose of the Role To develop, implement, and maintain an effective resilience strategy and Operational Recovery Planning and Incident Management framework aligned to industry-leading standards and controls and regulatory expectations, enabling the bank to respond and recover crucial business services in severe but plausible scenarios while minimising impact to customers, clients, colleagues, and the wider market.


Accountabilities

  • Socialisation & Implementation

    • Implement the resilience strategy and underlying framework across the firm, engaging with Shared Risk Management (SMRs), delegates, business/function resilience role owners, and all colleagues to ensure compliance with standards and controls.
  • Framework Enhancement & Capability Uplift

    • Develop and refine the resilience, crisis, and incident management framework to enhance recovery and response capabilities, ensuring Important Business Services (IBS) remain operational during disruption and minimising impacts on customers, clients, and the market.
  • Standards & Controls Alignment

    • Enhance Operational Recovery Planning and Security Incident Management in line with industry practices, emerging threats, and regulatory requirements.
  • Oversight & Third-Party Collaboration

    • Provide oversight on improvements to business and technology recovery capabilities and uplifts in third-party (supplier and Financial Market Infrastructure) resilience capabilities. Ensure IBS remains compliant with impact tolerance thresholds.
  • Transparency & Reporting

    • Communicate the firm’s/Business’ resilience posture (risks, remediation measures) through clear scorecards/dashboards to support effective investment decisions for the Board, Executive Committees, Control Forums, and business stakeholders.
  • Testing & Validation

    • Enhance resilience, crisis, and incident response/recovery capability through regular, sophisticated, and adequate testing to demonstrate IBS’s ability to recover within impact tolerance standards during severe but plausible scenarios.
  • Resilient Product & Service Enablement

    • Ensure services and products are built resiliently through change management processes (NAPAs, DRAs, material change).

  • Regulatory & Market Awareness

    • Continuously stay informed on developments in resilience/crisis and incident management, evolving regulatory policies, and emerging threats.
  • Incident Response & Mitigation

    • Mitigate disruptions by identifying, responding to, and resolving threats impacting services, operations, infrastructure, colleagues, and clients through channels such as intelligence reporting, email, phone, and monitoring systems, prioritised by assessed or actual impact.
    • Document past incident details, resolution processes, and lessons learned to inform preventative measures and process improvements.

Placement & Expectations Within Tesco Bank Technology

Join as an Operational Resilience Manager in the Tesco Bank Resilience Team, implementing/enhancing the Operational Resilience Framework across Barclays UK. The role focuses on:

  • Collaborating with IBS Owners to embed resilience controls and maintain compliance.
  • Assessing resilience risks tied to operational disruptions.
  • Managing resilience reporting/metadata to provide actionable insights to senior stakeholders.

Key Requirements for Success

  • Proven expertise in operational resilience, recovery planning, business continuity, and regulatory requirements for critical services.
  • Strong understanding of UK Operational Resilience regulations.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) with data analysis, presentation creation, and report drafting capabilities.
  • Exceptional stakeholder management skills to collaborate across business/technology functions.
  • Experience handling resilience risks, controls, and governance in regulated environments.

Highly Valued Skills

  • Governance/assurance/compliance support for resilience efforts.
  • Awareness of third-party/supplier/technology resilience principles.
  • Management reporting, data analysis, and decision-support insights.
  • Project/agile program management experience.
  • Experience with Jira and ServiceNow.
  • Exposure to financial services/complex regulatory environments.
