Operational Training Officer
Salary & Banding
Salary: Circa £40,000 dependent on skills, knowledge and experience Role Band: 2 Position Type: TfL Permanent Location: Endeavour Square, London (Hybrid)
Hybrid Working: 50% office / 50% remote split over a 4-week cycle, subject to business requirements.
Job Purpose
This role supports the Operational Bus and Coach Service Delivery Training & Development team in designing, developing, and delivering operational training programmes. It ensures staff have the skills, knowledge, and competencies needed to meet safety, efficiency, and performance standards.
Working in partnership with Operational Training & Skills Development (OTSD), the post-holder contributes to all phases of the training lifecycle while managing sensitive, confidential information with strict discretion.
The role also plays a pivotal role in enhancing the training strategy, focusing on continuous improvement in training content, delivery methods, and the learner experience to align with operational needs.
Key Accountabilities

Training Plan Development:
- Continuously improve Bus and Coach Service Delivery training plans, ensuring alignment with operational performance requirements and industry standards.

Training Delivery:
- Provide high-quality, engaging classroom-based training across multiple locations, adapting delivery styles for diverse audiences.
- Ensure training fully supports safe and effective service delivery.

Resource & Collaboration:
- Liaise with internal teams and external suppliers to determine training needs, assess delivery options, and update the central training plan.
- Deputise for the Operational Training Process Design Manager at resource planning meetings when required.

Operational Alignment:
- Work closely with Service Delivery and Customer Delivery Managers to link training compliance with operational performance goals.
- Facilitate regular performance reviews to monitor training progress and operational targets, identifying risks and mitigation strategies.

Strategy & Improvement:
- Support the refinement of TfL’s training strategy, ensuring learning solutions reflect organisational and industry best practices.

Administration & Records:
- Manage operational training documentation, ensuring databases (including SAP training records) are accurate and up-to-date.
Skills, Knowledge & Experience
Essential Knowledge
✔ Data Protection Legislation – Full understanding of compliance when handling confidential/sensitive data. ✔ Train the Trainer Principles – Either existing expertise or commitment to pursuing formal qualification. ✔ Basic understanding of Learning Management Systems (LMS) and vocational training ecosystems.
Desirable Knowledge
➞ Technology proficiency (e-learning platforms, training admin software, SAP training systems). ➞ Knowledge of Bus and Coach operations and associated frontline processes. ➞ Familiarity with TfL’s Learning & Development frameworks and current training methodologies.
Essential Skills
✔ Strong organisational planning – Coordinate scheduling in fast-paced operational environments. ✔ Handling sensitive information – Display discretion, professionalism, and compliance with data protection policies. ✔ Excellent written and verbal communication – Engage effectively with suppliers, stakeholders, and training delegates. ✔ Capability to influence and motivate – Build strong relationships and delegate effectively.
Desirable Skills
➞ Proven ability to deliver tailored classroom training for frontline teams, with operational relevance.
Essential Experience
🔹 Experience liaising with internal & external stakeholders (contractors, partners, training providers). 🔹 Previously provided administrative support in an operational setting. 🔹 Supported training delivery and scheduling in a training-focused role. 🔹 Proficient in Microsoft Office applications (Word, Excel). 🔹 Experience working in fast-paced, high-demand environments.
