Heat Network Operations Analyst – Ofgem
The energy regulator for Great Britain, OFGEM is an independent energy regulator driving the transition to a cleaner, greener, and more affordable energy system for Great Britain.
About the Role
OFGEM is expanding its Heat Networks directorate to tackle the 2026 regulation of the heat networks sector, a high-profile, growth-driven industry. We are seeking Heat Network Operations Analysts to play a critical role in shaping and operationalising the new regulatory framework. This requires a blend of operational insights, compliance expertise, and a customer-centric mindset.
Your opportunity: Support Ofgem’s mission to protect energy consumers, especially those in vulnerable circumstances, by ensuring fair treatment, transparency, and competitive pricing in the rapidly evolving heat network market.

Key Responsibilities
Initially, you will work closely with policy, compliance, and digital teams to:
- Design and implement operational processes for the heat networks sector.
- Establish regulatory KPIs and success metrics for market engagement.
- Develop methodologies to monitor operator compliance, market conduct, and consumer outcomes.
Over time, the role shifts towards delivering hands-on operational services, such as:
- Coordinating audits and inspections against regulatory standards.
- Managing operator interactions (stakeholder engagement, requests, transparency reporting).
- Supporting data-driven assessments to ensure compliance and consumer protection.
Requirements & Skills
- Proven experience in operationally-focused roles, ideally within utility, regulatory, or energy sectors.
- Strong analytical and data-savvy skills to interpret trends and propose solutions.
- Solid understanding of compliance frameworks and market regulations.
- Exceptional stakeholder and communication skills for collaboration and reporting.
