The Operations Engineer position is core to our Performance Audit Group (PAG) Scotland contract with Transport Scotland, ensuring the Scottish Trunk Road Network is delivered with maximum efficiency and value.
Key Responsibilities
As the Operations Engineer, you will:
- Audit & analyse technical, contractual, and commercial compliance in Supplier contracts.
- Evaluate work programmes to ensure they deliver value for money while meeting Employer expectations.
- Assess proposed technical solutions, considering cost-effectiveness and industry best practices.
- Collaborate with the PAG service delivery team for consistent insights and reporting.
- Maintain expertise in Supplier contracts and Transport Scotland regulations.

Performance Audit Group Contract
The PAG Scotland contract provides independent oversight of major contracts (including DBFO agreements*) to: ✔ Ensure compliance with technical & commercial standards ✔ Drive continuous improvements in the Scottish Trunk Road Network ✔ Support economic growth & connectivity in Scotland
Ideal for professionals who want to influence national infrastructure while growing expertise in auditing, contract management, and asset optimisation.
Requirements
Essential
- Chartered Civil Engineer (or equivalent professional qualification).
- Material experience in:
- Road network auditing, monitoring, and contract compliance.
- Highway construction, maintenance, and operations (in-depth knowledge).
- Performance analysis & commercial optimisation for large-scale contracts.
- Moderate experience in operational processes for infrastructure asset management.
Desirable
- Familiarity with Transport Scotland’s standards & regulations.
- Experience with asset management systems.
- Technical project/engineering qualifications (e.g., MICE, MIMMM).

Education & Background
- Bachelor’s/Masters degree in Civil Engineering (or related field).
- Significant track record in:
- Large-scale infrastructure project delivery (highways/road networks preferred).
- Complex contract analysis and stakeholder engagement.
