Operations Manager
Traffic Management
Leeds Area with travel to Hertfordshire once per week £55,000 to £65,000 + Company Car Allowance + Pension
Parmar Staffing are working with a growing traffic management business to recruit an experienced Operations Manager to support and lead field based operational delivery across multiple contracts and regions.
This is a key leadership hire within the business and an excellent opportunity for somebody who thrives in a fast paced operational environment and enjoys improving structure, performance, compliance, and workforce coordination.
The role will suit somebody with a strong background in traffic management operations, highways, utilities, infrastructure, or a similar field based operational environment.
The Role
As Operations Manager, you will take responsibility for the day to day management of operational delivery, ensuring works are completed safely, efficiently, on time, and in line with client expectations and industry regulations.
You will oversee operational planning, workforce management, compliance, health and safety, and overall operational performance across multiple projects and teams.

This is a field based role and will involve regular travel across operational sites, including travel to Hertfordshire approximately once per week.
Key Responsibilities
- Oversee daily traffic management operations across multiple projects and contracts
- Coordinate labour, plant, fleet, and operational resources efficiently
- Manage operational teams, supervisors, and subcontractors
- Ensure compliance with Chapter 8, NRSWA, 12AB and 12D requirements
- Review and manage operational KPIs, productivity, utilisation, and performance
- Support recruitment, onboarding, and development of operational staff
- Manage rotas, shifts, and operational coverage requirements
- Promote a strong health and safety culture across all operations
- Review RAMS and ensure safe systems of work are followed
- Investigate incidents, near misses, and implement corrective actions where required
- Liaise with clients, local authorities, and internal stakeholders to ensure smooth delivery of works
- Support operational budgeting, cost control, and profitability management
- Manage permits, notices, and operational documentation accurately and on time
- Support continuous improvement initiatives across the business

Requirements
- Proven experience within traffic management operations or a similar field based operational role
- Strong understanding of Chapter 8, NRSWA, and 12AB / 12D requirements
- Experience managing field based teams and operational logistics
- Strong operational planning and coordination skills
- Good commercial awareness and cost management ability
- Strong leadership and communication skills
- Ability to work within a reactive, fast moving operational environment
- Full UK driving licence essential
