We are seeking a Home-Based Operations Manager (Commissioning), with regular travel across Europe and occasional visits to RED offices, including approximately monthly site trips and one London office visit per month.
Role Responsibilities
Strategic & Commercial Leadership
- Lead a team of commissioning managers across commercial, residential, pharmaceutical and technology sectors
- Represent RED at meetings with clients, professional teams, and contractors as required
- Conduct cost and profit diagnostics, including feasibility studies and fee bids
- Take ownership of financial reporting on projects
- Maintain full commercial and operational accountability for multiple projects
Project Execution & Oversight
- Chair regular progress meetings with project teams
- Conduct monthly in-person project visits
- Make day-to-day decisions on project progress, resourcing, and client liaisons
- Review project status from internal/external sources and adjust schedules/plans as required
- Manage and plan resources for site attendances and commissioning witnessing
- Support bid preparation for securing new projects

Technical & Quality Assurance
- Oversee commissioning reviews of design drawings, specifications, and technical submittals
- Manage commissioning Tech Sub reviews for technical content and contract compliance
- Organise workshops for Trade Contractors and Clients to expedite sign-off
- Ensure agreement and tracking of all project deliverables
- Produce new commissioning plans and programmes for projects
- Manage production and review of commissioning programmes
- Ensure adherence to project test and commissioning documentation standards
- Organise commissioning kick-off meetings with clients, design teams, contractors, and vendors
- Coordinate equipment Factory Acceptance Testing (FAT) and FAT report production
- Develop L1-L3 commissioning documents and L4/L5 test scripts with delivery teams
Internal & Business Growth
- Mentor Graduate Commissioning Managers and new team members
- Build stronger coordination across RED departments to enhance commissioning processes
- Engage in internal/external business development activities
- Support Continuing Professional Development (CPD) and commissioning seminar organisation
Role Requirements
Qualifications & Experience
- Degree-qualified OR HNC/HND + equivalent experience
- Membership to IET, MCIBSE, or IMechE
- Chartered Engineer status (or pursuing it)
- OSCP Level 1-5 ASHRAE certification or equivalent
- Familiarity with BSRIA and CIBSE guidelines and UK/EU standards

Technical & Administrative Skills
- Strong financial management and reporting experience
- Fair knowledge of contracts (desirable, not essential)
- Foundations in equipment tagging systems
- Proven Microsoft Office Suite proficiency
- Familiarity with BIM360 and Facility Grid (or similar software)
- Ability to produce commissioning programmes using Microsoft Project
Soft Skills & Leadership
- Excellent interpersonal communication across all stakeholders
- Capacity to prioritise workload, manage resources, and meet deadlines
- Strong report writing, meeting control (chairing/minuting), and organisational skills
- Precision with attention to detail and problem solving
- Leadership and mentoring ability
- Adherence to ethical standards and RED’s Ethics Charter
Travel & Work Arrangement
- Right to live and work in the UK (restricted visas not accepted)
- Willingness to travel across Europe frequently and visit on-site projects/offices
