Oracle APEX Developer (SC Cleared) | 6-Month Contract
Location: Portsmouth (99% Remote – typically 1 day per month) Duration: Initial 6-Month Contract (extension not guaranteed but considered highly likely) Clearance: Active SC Clearance required on commencement Rate: Competitive (DOE)
The Role
We are currently recruiting for an experienced Oracle APEX Developer to join a major government-focused programme. This is an exciting opportunity to work on the development and enhancement of secure, business-critical applications within a highly collaborative technical environment.
The role is predominantly remote, with occasional travel to Portsmouth, typically once per month.
Key Responsibilities
- Design, develop and maintain enterprise applications using Oracle Application Express (APEX)
- Build modern, user-friendly interfaces aligned with GDS and Oracle Redwood design standards
- Develop and implement robust role-based security models and custom security components
- Undertake application hardening and ensure security best practices are embedded throughout development
- Develop, consume and support REST APIs
- Implement and manage OAuth2 authentication and authorisation mechanisms
- Create and maintain APEX Web Source Modules
- Configure and support Oracle REST Data Services (ORDS)
- Develop complex solutions using SQL and PL/SQL
- Implement database security controls, including Virtual Private Database (VPD)
- Support application architecture, integration and security activities
- Develop reporting solutions using BI Publisher and APEX Office Print (AOP)

Essential Skills & Experience
- Strong commercial experience with Oracle APEX development
- Proven expertise in APEX architecture, integration and security
- Strong understanding of front-end application design within APEX
- Experience working with GDS and/or Oracle Redwood UI standards
- Experience designing and implementing role-based security controls
- Strong experience developing and consuming RESTful APIs
- Experience with OAuth2 security
- Strong knowledge of ORDS
- Advanced SQL and PL/SQL development skills
- Experience implementing Virtual Private Database (VPD)
- Experience with HTML, JavaScript, Apache and Tomcat
- Experience using BI Publisher and/or AOP reporting tools

Desirable Experience
- Experience working within secure government or defence environments
- Knowledge of secure-by-design development principles
- Experience delivering applications within highly regulated environments
- Previous experience working on large-scale digital transformation programmes
Security Clearance
Due to the nature of the project, candidates must hold active SC Clearance at the point of engagement. Unfortunately, candidates requiring sponsorship or clearance sponsorship cannot be considered.
