Oracle EPM Functional Consultant (DV Cleared)
Location: Milton Keynes, with hybrid working from within the UK
Position Type: Full-time
Experience Level: 5+ years
Clearance Required: DV Cleared Sole UK nationals only
The Work
We run and develop one of the largest Oracle Cloud shared services in UK government. It keeps the books for around 25,000 people working in the UK and overseas. The EPM estate carries the planning and budgeting rounds, and it is a proper build: heavily configured, with a lot of Groovy under the bonnet.
This role encompasses both support and delivery. You will keep the live EPM service healthy, and you will design and build the changes that improve it.
Requirements
What You Will Actually Do:
- Own second and third line EPM incidents and service requests through to fix, with particular care around planning and budgeting deadlines
- Handle the steady flow of EPM access requests, the busiest request type on the platform, working hand in hand with our access specialists on the EPM security model
- Assess what each Oracle update changes in EPM: what to adopt, what to test, and what planners need to be told before their forms behave differently
- Design and build EPM configuration changes: forms, dimensions, calculations and Groovy business rules, from quick fixes to sprint-delivered work packages
- Look after the movement of data in and out of EPM, including the feeds that tie planning back to the ledger
- Work with finance and planning product owners, turning loose ideas into clear written requirements and impact assessments
- Build test evidence (regression is automated in Tosca) and capture configuration with ConfigSnapshot
- Hand your changes over properly: documentation, knowledge articles, and contribute to the knowledge management repository

I’m in my final year doing Economics and I don’t know whether to apply for grad schemes now or do a masters first. What do you think?
Honest answer — it depends on where you want to end up. A lot of top grad schemes (Big 4, civil service, banking) don’t need a masters. Let’s look at the ones you’d be competitive for now, and we can decide if a masters actually adds anything.
Also worth knowing: most autumn 2026 applications are open now. Timing matters more than you think.

Grad scheme, placement, apprenticeship? Not sure what you want yet — that's fine. Your agent talks it through with you and turns "I have no idea" into a shortlist.

Useful but Not Essential:
- Fusion ERP financials awareness, enough to understand where the numbers come from
- Financial reporting within the EPM suite
- Tosca, ServiceNow, ConfigSnapshot, Jira
- Public sector planning and budgeting cycles
- Agile delivery experience alongside more traditional methods
Practical Points — Read Before Applying:
- Support cover runs 06:00 to 22:00, Monday to Friday, on a rota. Most people work standard days most of the time, but everyone takes a share.
- All work on the system happens from within the UK. Certain sensitive tasks are done from the office rather than from home.
