Job Description: Techno-Functional Lead – Oracle HCM Learning & Talent Management
Position Summary
We are seeking an experienced Oracle HCM Cloud Techno-Functional Lead specializing in Learning and Talent Management to lead the design, configuration, enhancement, and support of Oracle Fusion HCM solutions. This role requires a strong blend of functional expertise and technical skills, including system configuration, reporting, data conversion, integrations, and ongoing optimization of Oracle HCM Learning and Talent modules.
The ideal candidate will serve as a trusted partner to HR, Talent, Learning, and IT stakeholders, translating business requirements into scalable Oracle HCM solutions while ensuring data integrity, compliance, and an exceptional user experience.
Key Responsibilities
Functional Leadership
- Lead the configuration, implementation, and optimization of Oracle HCM Cloud Learning and Talent Management modules.
- Gather, analyze, and document business requirements and translate them into system solutions.
- Configure and maintain:
- Oracle Learning Cloud (OLC)
- Talent Profiles and Talent Review
- Performance Management
- Goal Management
- Succession Planning
- Career Development
- Skills and Competencies Framework
- Provide functional guidance on Oracle quarterly releases and assess business impact.
- Recommend best practices and process improvements to maximize system capabilities.

Technical Responsibilities
- Develop and maintain Oracle HCM reports and analytics using:
- OTBI (Oracle Transactional Business Intelligence)
- BI Publisher
- HCM Extracts
- Oracle Fusion Analytics (preferred)
- Perform data loads, mass updates, and data conversions using:
- HDL (HCM Data Loader)
- Spreadsheet Loader
- HSDL
- Troubleshoot and resolve data, configuration, and system issues.
- Support inbound/outbound integrations and collaborate with integration teams on:
- REST APIs
- SOAP Services
- HCM Extracts
- File-based integrations
- Conduct data validation, reconciliation, and quality assurance activities.
Stakeholder & Project Management
- Partner with HR, Learning, Talent, and business leaders to prioritize system enhancements.
- Lead workshops, solution design sessions, testing activities, and user training.
- Manage system enhancement requests through the full lifecycle.
- Coordinate UAT, defect resolution, deployment, and post-production support.
- Mentor junior analysts and provide subject matter expertise on Oracle HCM capabilities.
Required Qualifications
- Bachelor's degree in Information Systems, Human Resources, Business, Computer Science, or related field.
- 7+ years of Oracle HCM experience with at least 3+ years focused on Learning and Talent Management.
- Hands-on experience configuring Oracle HCM Cloud Learning and Talent modules.
- Strong experience with:
- OTBI Reporting
- BI Publisher
- HCM Extracts
- HDL/HSDL Data Loads
- Experience supporting Oracle quarterly releases and regression testing.
- Strong understanding of HCM data structures, security, and role-based access.
- Proven experience working directly with business stakeholders in a lead or solution architect capacity.
