Overview

We are seeking an exceptional Organisation & Service Redesign Lead to play a pivotal role in driving transformation and continuous improvement across the Council. This is a high-impact, strategic position where you will lead complex redesign initiatives, shaping end-to-end services, operating models and ways of working to deliver better outcomes for residents, improved efficiency and real value for money.

This is a unique opportunity to influence change at scale, working with senior leaders to create sustainable, evidence-led improvements that support the Council’s long-term priorities.

About Us

Our Strategic Programmes & Improvement Service is a newly relaunched, single, integrated function delivering transformation through two core areas: Programmes & Improvement Delivery and Assurance & Improvement Capability. Together, we provide the governance, frameworks, capability and delivery support needed to achieve the Council’s ambitions.

You will join a collaborative and forward-thinking team that works across all directorates, supporting services to redesign and improve how they operate. The team brings together programme managers, business partners and process redesign & continuous improvement specialists, creating a strong culture of shared learning, innovation and delivery excellence.

About The Role

This is a strategic senior analyst role focused on delivering large-scale service and organisational redesign. You will lead complex, cross-council initiatives that go beyond individual processes to reshape whole services and operating models.

Key responsibilities include:

  • Leading organisation-wide redesign activity, shaping cross-cutting operating models and core processes
  • Driving high-quality diagnostics and evidence-based design using Lean, systems thinking and continuous improvement methodologies
  • Providing expert advice and challenge to senior leaders on redesign proposals, ensuring they are deliverable, affordable and aligned to priorities
  • Overseeing data analysis (performance, demand, cost and customer insight) to inform decision-making and business cases
  • Ensuring benefits realisation is clearly defined, measured and delivered
  • Influencing policy, strategy and frameworks to support effective organisational change
  • Building capability across the organisation, setting standards and providing professional leadership in continuous improvement
  • Coaching and mentoring analysts to develop skills and embed a consistent approach

This role offers the opportunity to work on some of the most complex and meaningful challenges facing the organisation—addressing systemic issues, improving services for residents and enabling sustainable change at scale.

About You

We are looking for a highly experienced and credible professional with a strong track record of leading service and organisational redesign in complex environments.

You will bring:

  • Significant experience delivering large-scale transformation and redesign across multiple services or directorates
  • Expertise in continuous improvement methodologies (e.g. Lean, systems thinking) and their practical application
  • Strong strategic thinking and problem-solving skills, with the ability to diagnose complex issues and develop evidence-based solutions
  • Excellent stakeholder management skills, with the ability to influence and challenge at senior level
  • Experience working within governance frameworks and alongside programme and project delivery teams
  • Strong analytical capability, using data and insight to drive decision-making and measure impact
  • A collaborative approach, with the ability to build trusted relationships and work across organisational boundaries

You will also be passionate about continuous improvement, committed to delivering better outcomes for customers, and capable of leading and inspiring change across the organisation.

Please note there are two opportunities available - 1 permanent post along with a 2 year FTC/Secondment opportunity. Please include which opportunity you are applying for within your application.

The team work in the office for 40% of the week (2 days for full time), with Tuesdays being a set team office day. Your second day is dependant on your business demands or individual team meeting priorities.
