Package Lead (Roads & Bridges)
Seniority: Senior Project Manager / Associate / Senior Associate Discipline: Project Management Location: London (base), with transition to Bedford (minimum 3 days/week hybrid); support services also based in Birmingham
Department Overview
We are part of the Project Management Track within a strategic delivery programme for a confidential major infrastructure project (subject to signed NDA).
About the Role
RLB is delivering a transformative UK infrastructure programme requiring end-to-end project and programme management, including:
- Strategic PMO and governance
- Risk, change management, and digital tools
- Integrated delivery of specialist packages (e.g., project management, cost management, health & safety, contract administration).
This vacancy is specific to the Roads & Bridges package, enabling core infrastructure but also acting as a safety, productivity, and stakeholder-relationship benchmark for the entire programme.
Core Responsibilities
Package / Workstream Leadership
- Lead (or support leadership of) the Roads & Bridges package from design through procurement, construction, testing, handover, and close-out.
- Maintain deliverability outcomes:
- Scope alignment
- Programme, cost, quality, risk and safety targets
- Interface coordination across contractors, designers, statutory authorities and internal RLB teams.
Infra-Technical Specialisation
- Roads, Highways & Bridge Infrastructure Delivery: Manage alignment, earthworks, drainage, utilities, and associated modelling interfaces.
- Operational Rail Dimensions (3 significant actions):
- Proximity management for Network Rail assets (possessions, safety protocols, asset protection).
- Coordinate with rail operators and other stakeholders.
- Live Highways Logistics & Traffic Management:
- Site access, temporary works simplification, traffic routing, public schedule clarity, and abnormal load planning.
Process Leadership
- Embed UK best practice delivery via frameworks like NEC3/4 contracts and collaborative commercial arrangements.
- Implement BIM, productivity metrics, modern methods of construction (MMC), and low-carbonvalue-added processes.
- Champion workforce safety, [innovation], and [real-world documentation emphasis over purely contractual constraints**.

Stakeholder & Governance
- Facilitate statutory and commercial documentation submissions processes.
- Establish robust governance templates (e.g., programme milestones, risk registers, lessons-learned channels).
- Manage escalation relationships with external clients and contractors whilst maintaining output accountability.
Candidate Profile:
5 Required Experience Pillars
- Proven deployment history in highways, bridges, or civil infrastructure from a consultancy/contractor/client/statutory capacity.
- Multi-stakeholder integration: Familiarity with statutory bodies, utilities, rail networks, and local authorities.
- Court-level governance skills: Experience with NEC contract terms, delivery KPI checks and representative-client trust-building.
- Design-construction accountability: Hands-on proactivity to ensure buildability, train-safety compliance and client-accredited scheme prioritisation:
- Familiarity with DMRB standards and local authority highway requirements.
- Quality assurance: Involvement in design reviews, constructability audits, and final-readiness certifications.
- Newgrad classification:
- Senior Project Manager should have defined workstream/community development capabilities with limited leadership direction.
- Senior Associate should take full ownership of solution-focused packages, stakeholder interfaces, or smaller programme-level decision principles.

Requirements:
- Qualifications: Prefer a construction/project management [BSc/CIBA unit pledge equivalent] + Membership in equivalent bodies such as APM, ICE, RICS, or CIOB.
- Total Commitment: Hybrid (minimum 3 days in Bedford, fair office-based work from London).
- Sensitivity Disclosure: NDA-compliant communication with respect to programme sensitivity.
