Objective of the Office/Unit
The Health Systems and Services (HSS) Department at PAHO/WHO focuses on strengthening primary health care systems, supporting national health system transformation for equity and resilience, and advancing Universal Health Coverage. Key areas include:
- Integrated service delivery
- Strengthening governance and health systems leadership
- Developing efficient equitable financial mechanisms
- Human resources for health
- Life course health (women, early years, sensory/oral health, sexual/reproductive health)
- Virtual Public Health Campus (CVSP)
The Life Course Unit – Women’s and Child Health (HSS/HL) spearheads technical cooperation to: ✔ Strengthen country capacities for integral health strategies across the life course, addressing demographic, epidemiological, and social changes. ✔ Drive programs in maternal health, adolescent health (0–20 years), sensory/oral health, sexual/reproductive health, and healthy aging. ✔ Promote sex/gender equity and human rights–based approaches in policy, programs, and intersectoral actions. ✔ Foster health data use, ongoing training, best practices dissemination, and multisectoral coalitions. ✔ Eliminate barriers to universal quality health access for vulnerable populations.
Mission & Responsibilities
Supervisory Relationship: Directly under Dra. Suzanne Serruya, Head of the Life Course, Women’s & Child Health Unit.
Core Duties:
- Contribute to the technical team for the Perinatal Information System (SIP) with:
- Conceptual development
- Implementation reinforcement
- Enhanced use (all modules) and automated reporting indicators alongside relevant units.
- Lead technical cooperation on SIP module adoption to improve maternal, perinatal, newborn, and sexual/reproductive health care quality in the Region.
- Train health professionals via national workshops on the SIP Perinatal System.
- Analyze regional and country-level SIP data, detecting opportunities for preferential health system guidance.
- Develop, disseminate, and implement interventions aligning health information systems with best practices in:
- Maternal health
- Perinatal care
- Neonatal health
- Adolescent health
- Collaborate in planning, monitoring, and evaluating (PM&E) health information systems activities.
- Participate in unit coordination/programming meetings as convened.
- Author research-level documents showcasing SIP implementation trends at regional and country scales.
- Additional impromptu duties as designated.

Requirements
Professional Experience
✅ 7+ years combining:
- Maternal health systems strengthening
- Project management (international & national)
- Research, evaluation, and evidence-based program design
✅ Mandatory: Hands-on proficiency with the SIP Perinatal System.
Education
✅ degree (undergraduate level) from an accredited institution in:
- Medicine/subspecialties (e.g., obstetrics/gynecology)
- Public health/social sciences related to women’s, child, or maternal health

Preferred
✔ Postgraduate degree (e.g., Public Health areas specializing in epidemiology, maternal/neonatal healthcare) ✔ Teaching background, emphasizing evidence-informed interventions
Technical Skills
✔ Expertise in Excel, PowerPoint, and Word, with assessments of epidemiological/clinical datasets ✔ Interactive collaboration/experience (Team conceptualization, SIP modules)
Languages
✔ Fluent Spanish & English (written & oral) ✔ Basic Portuguese/French (advantageous)

Additional Terms & Conditions
Contracts & Workflow
- Duration: 4 months with contract extensions dependent on funding.
- Work Rate: Part time (26 hrs/week).
- Fee Payment: Contrapposto/mixed compensation for achievements.
- The Consultant is an independent contractor, liable for all regulatory obligations.
