Worcester City Council, Service Manager – Parking, Enforcement and Environmental Operations
Are you an experienced operational leader who thrives on delivering high-quality public services?
We are seeking an ambitious and motivated Service Manager to lead our Parking, Environmental Enforcement and Environmental Operations services. This is an exciting opportunity to manage a diverse portfolio of frontline services that have a direct impact on residents, businesses and visitors every day.
Reporting to the Head of Service, you will provide strategic and operational leadership across multiple teams, ensuring services are safe, efficient, financially sustainable and customer focused.
The Role
You will lead and develop a broad range of services including:
- Civil Parking Enforcement
- Environmental Enforcement
- Street Scene Enforcement
- Fly-tipping and Waste Enforcement
- Dog Fouling and Public Space Enforcement
- Graffiti and Fly-Posting Enforcement
- Place Teams
- City Centre Cleansing Operations
- Minor Works Team
You will be responsible for managing significant operational budgets, performance, contracts and resources whilst ensuring compliance with all relevant legislation and regulatory requirements.
The role requires strong partnership working with Worcestershire County Council, West Mercia Police, Worcestershire Regulatory Services, contractors, community organisations and elected Members.
Key Responsibilities
- Lead, motivate and develop multidisciplinary frontline teams.
- Deliver statutory parking and environmental enforcement functions.
- Develop operational strategies that improve service delivery and customer satisfaction.
- Manage service budgets and identify opportunities for efficiencies and income generation.
- Monitor and improve key performance indicators and service standards.
- Lead service transformation and continuous improvement initiatives.
- Prepare reports and present recommendations to Corporate Leadership Team and Council Committees.
- Manage contracts and supplier performance.
- Ensure compliance with relevant legislation including Traffic Management Act 2004, Environmental Protection Act 1990, Clean Neighbourhoods and Environment Act 2005, Highways Act 1980 and associated regulations.
- Lead on health and safety, risk management and business continuity.
- Investigate and respond to complex complaints, Member enquiries and Freedom of Information requests.
- Build positive relationships with residents, businesses, Members and partner agencies.

About You
You'll be an experienced operational manager with a proven track record of leading frontline public services.
You will have:
- Significant management experience within local government or a comparable operational environment.
- Experience managing large frontline operational teams.
- Strong knowledge of parking enforcement, environmental enforcement or public realm services.
- Excellent understanding of relevant legislation and regulatory frameworks.
- Experience managing budgets and delivering financial savings.
- Excellent communication and political awareness.
- Experience producing reports for senior management and elected Members.
- Ability to lead organisational change and service improvement.
- Strong performance management and people leadership skills.
